This is professional and supervisory work planning, coordinating, and directing a treatment/rehabilitation program for individuals with substance use disorders.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
One or more years of experience as an Addiction Counselor III with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.
OR
A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Psychology, Sociology, Social Work, Nursing, Counseling, Rehabilitation, Criminal Justice, Education, or a closely related field; and,
Three or more years of professional experience performing substance addiction counseling in a treatment/rehabilitation program, of which one or more years must have been in a supervisory capacity.
(24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for one year of the stated general experience.)
(A Master’s degree from an accredited college or university in the specified fields may substitute for the two years of the stated general experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated college education.)

Plans, coordinates, and directs the overall treatment/rehabilitation program for the social readjustment and rehabilitation of individuals with substance use disorders within a correctional or other treatment setting.
Develops and implements facility policies and procedures relating to non-medical aspects of a treatment/rehabilitation program in conjunction with other professional and administrative staff.
Assigns, reviews, and evaluates the work of unit staff to ensure that work is performed according to agency and facility policies and procedures.
Participates in case conferences with team members to review treatment/rehabilitation plans and goals.
Provides technical assistance, guidance, and training to staff to assist them in developing and implementing treatment/rehabilitation plans.
Plans, directs, and implements programs, therapies, and/or activities; evaluates and monitors quality and effectiveness of services.
Confers with public, private, and community organizations and agencies providing services to individuals with substance use disorders to effectively coordinate referrals, continuing care, and recovery supports for outpatient and aftercare clients.
Assists in the preparation and presentation of budget requests for program needs.
Compiles information and prepares reports on unit activities.
Exercises considerable independence and discretion within established facility and agency policies; receives general administrative supervision.
Performs other related work as assigned.
Comprehensive knowledge of the techniques and principles of supervision.
Comprehensive knowledge of agency and facility policies and procedures pertaining to the treatment/rehabilitation of individuals with substance use disorders.
Comprehensive knowledge of best practices used in the treatment/rehabilitation of individuals with substance use disorders, including group and individual counseling, and the current trends in this field.
Comprehensive knowledge of current practices and staff organization in the treatment of individuals with mental illness and applications to the field of substance use disorders.
Comprehensive knowledge of human behavior, attitudes, and motivations, and their applicability in the treatment/rehabilitation of individuals with substance use disorders.
Ability to plan, develop, and evaluate services for quality and effectiveness in an addiction treatment/rehabilitation unit.
Ability to supervise, train, and evaluate the work of lower-level addiction counseling staff.
Ability to develop and implement policies and procedures.
Ability to communicate effectively.
Ability to prepare and maintain documentation of services, treatment records, and related reports.
Ability to establish and maintain effective working relationships with staff, state and local officials, volunteers, and the general public.
