This is professional and administrative work in directing and coordinating multi-divisional programs combined on a regional basis and/or major statewide programs or service functions in the Department of Mental Health or Department of Health and Senior Services.
Applicants must meet one of the following eligibility requirements:

A Bachelor’s degree from an accredited college or university; and,
Five or more years of professional experience in a program providing mental health, social, substance use, educational, or public health services, and/or abuse/neglect investigations with responsibility for statewide, regional, and/or large-scale program planning, development, coordination, or implementation.
(A combination of education from an accredited college or university and experience described may substitute for the stated qualifications.)
By assignment, a position may require possession of a valid vehicle operator’s license.

Coordinates and directs a major public health, Medicaid waiver, plan amendment, or service program, and/or abuse/neglect investigations program for persons with mental illness, developmental disabilities and/or substance use disorders.
Coordinates activities relating to the development and implementation of the Federal Developmental Disabilities Program; prepares plans and evaluates the program; provides administrative and coordinating support for the Missouri Advisory Council on Developmental Disabilities.
Acts as a division-level Medicaid program coordinator; represents the division on matters relating to standards, regulations, and interpretations pertaining to Medicaid compliance; assists division facilities and service vendors in establishing service programs designed for participation in Medicaid programs.
Acts as the assistant to a Regional Administrator in coordinating a system of treatment and prevention for one of the five combined regions of the Division of Behavioral Health; assists division facilities and service providers in establishing service programs.
Supervises a team of Program Specialists responsible for conducting abuse/neglect investigations on a regional or statewide basis.
Develops and revises certification, licensure, and quality of care indicator standards for departmental facilities, service providers, or public health providers.
Coordinates Medicaid waiver and plan amendment program development and implementation; administrative support for a statewide planning council and/or regional planning councils; certification of service providers; Intermediate Care Facility-for Individuals with Intellectual Disabilities (ICF-IID) designated services; habilitation services; Nursing Home Reform Act activities; community placement program rate setting; public health administrative program; or other programs and functions of similar scope and complexity.
Coordinates division-level activities in the development and delivery of services; conducts on-site reviews; and monitors and evaluates programs and services provided to agency clients.
Coordinates department-level activities related to the research and design of Medicaid programs; acts as the department's liaison to federal and state agencies involved in Medicaid administration.
Monitors and evaluates division and facilities' compliance with ICF-IID standards; provides consultation to facility administrative staff on ICF-IID matters and corrective plans.
Administers Nursing Home Reform Act activities; directs the medical/clinical review of screenings conducted on nursing home residents and applicants for admission.
Drafts proposed policies and procedures, prepares detailed reports, and formulates recommendations for administrative approval.
Directs certification surveys of agencies and facilities providing psychiatric and substance use disorder services under Medicaid Plan Amendment programs.
Directs the review of treatment and rehabilitation plans, service requests, and assessments for persons requesting psychiatric or substance use disorder services from a service provider participating in a Medicaid Plan Amendment program.
Provides technical assistance to local and state officials, members of advisory councils, division and department staff, other state and private agencies, and individuals interested in services for persons with mental illness, developmental disabilities, and/or substance use disorders.
Supervises assigned professional, technical, and clinical staff involved in the support of program activities.
Provides presentations to civic and community organizations to provide information concerning statewide and/or regional mental health programs.
Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of the background, philosophy, and objectives of public health, state and federal programs for persons with mental illness, developmental disabilities, and substance use disorders.
Comprehensive knowledge of the principles of administration as applied to state and federal mental health programs, residential, community, or public health services.
Comprehensive knowledge of state and federal laws and regulations as they pertain to funding and the provisions of services to mental health or public health clients.
Comprehensive knowledge of department and division guidelines and regulations governing client programs and services.
Ability to develop, coordinate, and evaluate a program that is designed to expand, improve, and monitor services for mental health or public health clients.
Ability to analyze and evaluate programmatic and administrative activities, make comprehensive studies and evaluations, and prepare detailed reports and recommendations.
Ability to make presentations to civic and community organizations to provide information concerning the program.
Ability to travel, including overnight stays.
Ability to establish and maintain effective working relationships with other department staff, state and local officials, service provider staff, client advocacy groups, and the general public.
