This is entry-level technical work providing training, troubleshooting, and assistance to public drinking water or wastewater system operators.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Possession of a current Missouri class “C” or higher wastewater operator's certificate of competency or a current Missouri class “C” or higher drinking water treatment system operator's certificate of competency; and possession of a high school diploma or proof of high school equivalency.

Special Requirements

Must possess four years of in-plant actual operating experience in the operation and maintenance of a wastewater treatment plant or a public drinking water treatment system including two years of experience in the operation and maintenance of a wastewater treatment plant or a public drinking water treatment system classified by the Department of Natural Resources as a level “A”, “B”, “C” or equivalent.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Assists in the development and implementation of the mandatory certification program and training programs for public drinking water or wastewater system operators.

Assists in establishing and coordinating public drinking water or wastewater training activities with educational and other training entities.

Assists in the conduct and review of training programs and maintains records of training activities.

Participates in demonstrating on-site operational and maintenance procedures for public drinking water or wastewater systems.

Assists in the evaluation of public drinking water or wastewater systems; troubleshoots operational problems; and recommends methods for correcting or improving operation and treatment efficiency.

Participates in meetings with municipal and industrial officials and other groups to explain public drinking water or wastewater systems and the need for proper operation and maintenance.

Provides guidance and assistance to other program staff and public drinking water or wastewater system operators.

Receives general administrative direction; work is reviewed while in progress and upon completion.

Performs other related work as assigned.

Key Skills

Introductory knowledge of machines, equipment, materials, operating practices, and laboratory tests used in public drinking water or wastewater facilities and the "Standard Methods for the Examination of Water and Wastewater”.

Introductory knowledge of chemistry and bacteriology of public drinking water or wastewater and modern disinfection techniques in the field of public drinking water or wastewater.

Introductory knowledge of applicable regulations, standards, and requirements pertaining to public drinking water or wastewater system operations and operators.

Skill in the operation of public drinking water or wastewater systems and "Standard Methods" procedures for the examination of public drinking water and wastewater.

Ability to communicate effectively.

Ability to prepare and make presentations.

Ability to establish and maintain effective working relationships with public drinking water or wastewater system operators, municipal and industrial officials, engineers, and civic groups.

Ability to evaluate operational situations and conditions, make recommendations for corrective action or improvements, and submit reports to appropriate parties.

Ability to travel in the performance of assigned duties.
