This is mid-level technical work providing training, troubleshooting, and assistance to public drinking water or wastewater system operators.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Possession of a current Missouri class “B” or higher wastewater operator's certificate of competency or a current Missouri class “B” or higher drinking water treatment system operator's certificate of competency; and possession of a high school diploma or proof of high school equivalency.
Must possess four years of in-plant actual operating experience in the operation and maintenance of a wastewater treatment plant or a public drinking water treatment system, including two years of experience in the operation and maintenance of a wastewater treatment plant or a public drinking water treatment system classified by the Department of Natural Resources as a level “A”, “B”, “C”, or equivalent.

Develops training material for public drinking water or wastewater system operators, implements approved training programs, and presents entry-level, multiple day courses.
Performs compliance evaluations and investigations of complaints and emergencies involving public drinking water or wastewater systems.
Evaluates public drinking water or wastewater systems; troubleshoots operational problems; and recommends methods for correcting or improving operation and treatment efficiency.
Participates in the development and implementation of mandatory certification program, including assisting in the administration of the certification examinations.
Reviews and evaluates training programs; recommends various types of training to be conducted; encourages operators to participate in training programs; and maintains records of training activities.
Establishes and coordinates training activities with educational and other training entities.
Leads on-site demonstrations of public drinking water or wastewater system operational and maintenance procedures.
Meets with municipal and industrial officials and other groups to explain public drinking water or wastewater systems and the need for proper operation and maintenance.
Serves as an advisor to public drinking water or wastewater system operators and program staff.
Receives general administrative direction.
Performs other related work as assigned.
Intermediate knowledge of machines, equipment, materials, operating practices, and laboratory tests used in public drinking water or wastewater facilities and the "Standard Methods for the Examination of Water and Wastewater”.
Intermediate knowledge of chemistry and bacteriology of public drinking water or wastewater and modern disinfection techniques in the field of public drinking water or wastewater.
Intermediate knowledge of applicable regulations, standards, and requirements pertaining to public drinking water or wastewater system operations and operators.
Skill in the operation of public drinking water or wastewater systems and "Standard Methods" procedures for the examination of public drinking water and wastewater.
Ability to evaluate operational situations and conditions, make recommendations for corrective action or improvements, and submit accurate and thorough reports to appropriate parties.
Ability to prepare, conduct, and evaluate training programs for public drinking water or wastewater system operators, program staff, and others.
Ability to communicate effectively and make presentations.
Ability to establish and maintain effective working relationships with public drinking water or wastewater system operators, municipal and industrial officials, engineers, and civic groups.
Ability to travel in the performance of assigned duties.
