This is advanced technical and senior-level specialized work conducting document reviews and providing training, troubleshooting, and assistance to public drinking water or wastewater system operators.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Possession of a current Missouri class “A” wastewater operator's certificate of competency or a current Missouri class “A” drinking water treatment system operator's certificate of competency; and possession of a high school diploma or proof of high school equivalency.

Participates and provides expertise and assistance in the research, development, and monitoring of training for public drinking water or wastewater system operators.
Conducts public drinking water or wastewater system and operator surveys and studies; interprets and incorporates findings into improved training and certification standards.
Develops training resources and coordinates the selection of courses and materials needed to meet the State training requirements; presents entry and advanced level training courses.
Reviews and determines the adequacy of public drinking water or wastewater operator training materials, operation and maintenance manuals, plan of operation reports, and related documents and publications; makes the appropriate upgrades to the materials.
Serves as a consultant to other departmental staff, consulting firms, public drinking water or wastewater system operators, professional groups, and others on public drinking water or wastewater system operations and operational problems.
Conducts evaluations of complex public drinking water or wastewater facilities to determine compliance with appropriate standards, rules and laws; and makes recommendations for improving system performance.
Performs investigations of public drinking water or wastewater related complaints and emergencies.
Makes presentations to public and professional groups to promote improved public drinking water or wastewater system operations.
Participates in the orientation and on-the-job training of other employees in the area of public drinking water or wastewater treatment theory and operation and control procedures.
Exercises considerable independence in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of the principles of operation, maintenance, control, and management of public drinking water or wastewater treatment processes.
Comprehensive knowledge of chemistry and bacteriology of public drinking water or wastewater, and modern disinfection techniques and "Standard Methods for the Examination of Water and Wastewater”.
Comprehensive knowledge of applicable regulations, standards, and requirements pertaining to public drinking water or wastewater system operations and operators.
Comprehensive knowledge of the methods, techniques, and materials needed to develop and evaluate public drinking water or wastewater system operator training and certification programs.
Skill in the operation of public drinking water or wastewater systems and "Standard Methods" procedures for the examination of public drinking water and wastewater.
Ability to develop and conduct training programs for participants with varying levels of education and experience.
Ability to understand and interpret publications, manuals, reports, surveys, and related materials.
Ability to prepare accurate and comprehensive reports.
Ability to communicate effectively and make presentations.
Ability to coordinate routine and/or special evaluations of public drinking water or wastewater facilities.
Ability to establish and maintain effective working relationships with public drinking water or wastewater system operators, municipal and industrial officials, engineers, management, and the general public.
Ability to travel in the performance of assigned duties.
