This is mid-level engineering work related to alternative, renewable, and fossil energy sources, and the technologies and techniques of energy efficiency.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as an Energy Engineer I with the Missouri Uniform Classification and Pay System; and registration as an Engineer-In-Training with a state board or as a Professional Engineer in the State of Missouri.

OR

A Bachelor's degree from an accredited college or university in Engineering, with the curriculum accredited by the Accreditation Board for Engineering and Technology, Inc. (ABET) in one of the following fields: Mechanical, Electrical, Chemical, Environmental, Mining, Nuclear, Petroleum, Industrial, Engineering Management, or other energy-related engineering disciplines; and,

Two or more years of engineering experience and proof of Engineer-In-Training certification by a state board or registration as a Professional Engineer in the State of Missouri .

(A Master's degree in Engineering from an accredited college or university may substitute for the required experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Provides technical consultation to staff, agencies, businesses, and organizations on alternative, renewable, and fossil energy sources, and on energy-related projects, programs, and issues; provides assistance with interpreting energy efficiency standards, codes, and federal guidelines.

Applies engineering techniques to a variety of energy issues; participates in energy audits to calculate energy savings and consumption; conducts routine energy assessments.

Manages projects, budgets, grants, and subgrants.

Conducts on-site project inspections to ensure compliance with state and federal requirements, monitor progress, and assist with problem resolution.

Conducts engineering reviews of proposed energy-related projects to determine feasibility; provides energy savings and cost projections.

Develops and conducts seminars and workshops that promote energy efficiency, alternative and/or renewable energy options, and assistance available through federal, state, and private sources; verbally advocates energy technologies and techniques that promote existing and new energy initiatives.

Reviews loan and grant applications relating to energy consumption and cost reductions; provides an engineering-based analysis discerning the energy efficiency of proposals and associated savings; provides recommendations on viability.

Promotes the use of energy efficient technologies that result in financial savings; identifies funding sources from the private and public sectors, foundations, and grants.

Develops partnerships with local governments, businesses, and organizations to further energy efficiency and establish renewable energy goals and initiatives.

Conducts detailed energy audits to calculate energy savings and consumption; provides analysis and recommendations to audited entities and department staff and management.

Reviews and/or recommends energy policies and guidelines; reviews proposed legislation to determine impact on energy program and current energy initiatives.

Researches information and provides reports outlining new energy technologies, initiatives, and potential benefit to the state.

Work is performed under the general supervision of a designated supervisor within established state and federal guidelines; exercises independence and initiative in the performance of assigned duties.

Performs other related work as assigned.

Key Skills

Intermediate knowledge of the principles and practices of engineering.

Intermediate knowledge of the principles and practices of building engineering, including one or more specialized areas such as mechanical, electrical, or structural engineering as it relates to energy components.

Intermediate knowledge of the principles of project and grant management.

Intermediate knowledge of alternative, renewable, and fossil energy sources, and energy efficiency methods, technologies, equipment, and materials.

Intermediate knowledge of energy audit procedures.

Ability to analyze problems and provide recommendations within established time and budgetary constraints.

Ability to organize and coordinate projects involving multiple organizations and/or groups.

Ability to analyze data and prepare engineering reports.

Ability to interpret and apply federal and state guidelines, policies, and procedures.

Ability to communicate effectively and explain complex concepts in an understandable manner.

Ability to establish and maintain effective working relationships with staff, other agencies, businesses, organizations, and the general public.
