This is senior-level supervisory and/or consultative engineering work related to alternative, renewable, and fossil energy sources, and the technologies and techniques of energy efficiency.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

Three or more years of experience as an Energy Engineer II with the Missouri Uniform Classification and Pay System; and registration as a Professional Engineer in the State of Missouri.

OR

A Bachelor’s degree from an accredited college or university in Engineering, with the curriculum accredited by the Accreditation Board for Engineering and Technology, Inc. (ABET) in one of the following fields: Mechanical, Electrical, Chemical, Environmental, Mining, Nuclear, Petroleum, Industrial, Engineering Management, or other energy-related engineering disciplines; and,

Four or more years of engineering experience and registration as a Professional Engineer in the State of Missouri.

(A Master's degree in Engineering from an accredited college or university may substitute for two years of the required experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Provides highly technical advice and assistance to staff, agencies, businesses, and organizations on alternative, renewable, and fossil energy sources, and on energy-related projects and programs; provides assistance with interpreting energy efficiency standards, codes, and federal guidelines.

Directs and manages complex projects: conducts on-site project inspections to ensure compliance with state and federal requirements, monitor progress, resolve problems, and provide technical assistance.

Serves as consultant to staff, management, businesses, facility owners/operators, engineers, and the general public regarding energy-related issues and/or problems.

Conducts and/or directs engineering reviews of proposed energy-related projects to determine feasibility; provides detailed technical comments on project design and components.

Reviews and/or oversees the review of loan and grant applications and provides an engineering-based analysis discerning the energy efficiency of proposals and associated savings.

Reviews and/or recommends energy policies and guidelines; reviews proposed legislation to determine impact on energy program and current energy initiatives.

Consults with officials, engineers, architects, and facility owners/operators to present technical findings and recommendations regarding the feasibility of alternative, renewable, and fossil energy technologies, and provide technical information relating to energy efficiency improvements.

Directs, supervises, and assigns the work of a small unit of professional engineering personnel.

Trains, reviews, and evaluates the work of engineers and other staff.

Conducts and/or supervises detailed energy audits to calculate energy savings and consumption; provides analysis and recommendations to audited entities and department staff and management.

Researches information and prepares reports outlining new energy technologies, initiatives, and potential benefit to the state.

Participates in determining program emphasis and scope of activity within the area of assignment.

Directs a specialized energy engineering program/function.

Prepares and reviews detailed technical reports on field activities.

Work is performed under the general supervision of a designated supervisor; exercises considerable independence and initiative in the performance of assigned duties.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of the principles and practices of building engineering, including one or more specialized areas such as mechanical, electrical, or structural engineering as it relates to energy components.

Comprehensive knowledge of the principles, practices, and administration of energy engineering.

Comprehensive knowledge of the materials, methods, practices, and equipment used in building construction and energy generation facilities.

Comprehensive knowledge of nationally recognized energy codes.

Comprehensive knowledge of alternative, renewable, and fossil energy sources, and energy efficiency methods, technologies, equipment, and materials.

Comprehensive knowledge of the principles of project and grant management.

Comprehensive knowledge of energy audit procedures.

Ability to organize routine and complex projects involving the application of professional engineering theory and the interpretation of laws, regulations, and codes.

Ability to analyze problems and provide recommendations within established time and budgetary constraints.

Ability to consult with, and advise officials, engineers, architects, and facility owners/operators on design and operation of energy facilities and energy efficiency projects.

Ability to communicate effectively and explain complex concepts in an understandable manner.

Ability to analyze data and prepare engineering reports, papers, and lectures related to energy topics.

Ability to establish and maintain effective working relationships with staff, other agencies, businesses, organizations, and the general public.
