This is beginning-level building engineering work in the planning and design of new construction, and remodeling/expansion of existing state facilities.

An employee in this class is responsible for assisting in the development of plans and specifications for new and existing construction projects. Work may involve supervision of construction foremen on projects, or supervision of draftsmen performing routine drafting of design details. The employee works under rather close supervision of a technical or administrative superior.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

A Bachelor's degree in civil, electrical, mechanical, structural engineering or engineering management having a specialty in one of these areas from a school with the curriculum approved by the Accreditation Board for Engineering and Technology. (Two years of civil, electrical, mechanical, or structural engineering experience is required of applicants with ABET accredited degrees in other fields of engineering.)

OR

Four years of technical experience in civil, electrical, mechanical or structural engineering work; and possession of an Engineer-In-Training certificate issued by a state board of registrars for professional engineers.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Attends conferences with a technical superior to confer with architects, engineers and administrative heads of department or institutions on all construction projects, maintains effective liaison with other state agencies and private groups and enterprises.

Prepares construction plans and specifications for new structures, and for repairs and alterations of existing structures.

Prepares basic programs to determine approximate size of desired facilities.

Prepares cost estimates for all types of construction, repairs and alterations.

Determines proper material, layouts and design for existing and future buildings.

Assists in directing the construction of new structures, and repairs and alterations of existing structures.

Initiates material specifications and purchase orders for material used on construction projects.

Uses transit or other surveying instruments to lay out and control elevation of new construction.

Prepares progress reports and keeps superiors informed as to the status of materials on hand and those which are needed.

Visits sites and existing buildings to inspect structural phases of construction, to insure compliance with approved plans and specifications.

Supervises and participates in routine drafting of design details.

Performs other related work as assigned.

Working knowledge of the latest building, engineering and construction procedures.

Working knowledge of the materials, methods, practices, machinery, tools and equipment used in large-scale construction work.

Working knowledge of the crafts and trades employed in the construction industry.

Skill in the use of surveying instruments for construction and boundary locations.

Ability to use and care for construction tools, materials, and equipment.

Ability to understand and effectively carry out oral and written instructions.

Ability to make computations and calculations involving the application of engineering principles.

Ability to prepare construction estimates and specifications.

Ability to determine the feasibility of proposed new construction or alterations from the inspection of building sites or existing structures.

Ability to recognize deviations from structural plan and specifications during the construction process.

Ability to lay out, assign, supervise and coordinate the work of skilled craftsmen in the building trades.

Ability to establish and maintain effective working relationships with employees of state agencies, private groups and enterprises.
