This is responsible building engineering work in designing or coordinating the design of state building construction projects within a geographical area.
An employee in this class is responsible for performing difficult building engineering duties in coordinating design work between consulting architectural/engineering firms, Division of Design and Construction, and various state agencies within an assigned geographical area. Work also involves design of "in-house" building construction projects as assigned. The employee receives work assignments and supervision from a technical or administrative superior but is expected to perform with considerable independence on projects.

A Bachelor's degree in civil, electrical, mechanical, structural engineering or engineering management having a specialty in one of these areas from a school with the curriculum approved by the Accreditation Board for Engineering and Technology; two years of experience in civil, electrical, mechanical, structural engineering or engineering management work; and possession of an Engineer-In-Training certificate issued by a state board of registrars for professional engineers. (Graduate work in one of the above engineering fields or in engineering management may be substituted on a year-for-year basis for up to two years of the experience requirements. An additional two years of the specialized engineering experience will be required of applicants who possess ABET accredited degrees in other fields of engineering.)

Registration as a Professional Engineer with a state board of registrars for professional engineers.

Meets with representatives of architectural and engineering firms to outline a general scope of work for building construction projects in accordance with legislative appropriations.
Reviews plans and specifications prepared by firms to insure agreement with designated scope of work, that work complies with all applicable codes and good engineering practice, and that construction costs are within appropriated amount.
Coordinates all design corrections including general, mechanical and electrical design work; informs design review team of unusual problems or situations regarding projects; prepares correspondence to consulting firms concerning staff comments and suggestions.
Prepares construction plans and specifications for building and construction projects undertaken by the Division of Design and Construction; determines scope of work; makes field measurements and does surveying; prepares cost estimates.
Visits sites and existing buildings to inspect structural phases of construction for compliance with approved plans and specifications.
Supervises draftsmen in the drafting of specific design details on construction projects.
Makes recommendations regarding the solution of maintenance problems at state agencies.
Performs other related work as required.
Considerable knowledge of the latest building, engineering and construction procedures.
Considerable knowledge of the materials, methods, practices, machinery, tools and equipment used in large-scale construction work.
Working knowledge of the crafts and trades employed in the construction industry.
Skill in the use of surveying instruments for construction and boundary locations.
Ability to understand and effectively carry out oral and written instructions.
Ability to make computations and calculations involving the application of engineering principles.
Ability to prepare construction estimates and specifications.
Ability to determine the feasibility of proposed new construction or alterations from the inspection of building sites or existing structures.
Ability to recognize deviations from structural plans and specifications during the construction process.
Ability to lay out, assign, supervise and coordinate the work of skilled craftsmen in the building trades.
Ability to establish and maintain effective working relationships with employees, other state agencies and private groups and enterprises.
