This is senior-level professional supervisory and/or administrative work in hydrology.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Hydrologist III with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university in Engineering with the curriculum approved by the Accreditation Board for Engineering and Technology Inc. (ABET), or in Geology, Hydrology, Water Resources, or a closely related field which included a minimum of 6 earned credit hours in Hydrology, Hydrogeology, or a closely related field; and,

Six or more years of professional hydrologic work, including two or more years at the senior level.

(Earned graduate credit hours from an accredited college or university in Engineering, Geology, Hydrology, Water Resources, or closely related field which included a minimum of 9 earned graduate credit hours in Hydrology, Hydrogeology, or a closely related field may substitute on a year-for-year basis for a maximum of two years of the required general experience at a rate of 24 earned graduate credit hours for one year of experience.)

OR

A Master's degree from an accredited college or university in Engineering, Geology, Hydrology, Water Resources, or a closely related field which included a minimum of 9 earned graduate credit hours in Hydrology, Hydrogeology or a closely related field; and,

Four or more years of professional hydrologic work, including two or more years at the senior level.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, directs, and coordinates or conducts a specialized phase of the water resources program including complex investigations and evaluations of surface and groundwater resources.

Directs the activities of staff engaged in carrying out the water resources program.

Develops and conducts studies or investigations in specialized phases of hydrology.

Plans, directs, or conducts specialized research projects.

Conducts mathematical modeling of complex hydrologic and hydraulic problems.

Analyzes and interprets data from hydrologic investigations, prepares scientific and technical reports for publication, and reviews reports prepared by staff.

Assists in planning and directing cooperative water resources programs conducted in conjunction with federal, local, and state agencies.

Reviews and evaluates hydrologic reports and recommendations.

Coordinates interdepartmental and departmental programs related to water resources.

Provides expert testimony at public hearings and legal proceedings.

Delivers presentations and appears at hearings and other related activities.

Makes recommendations to administrative superiors on program plans, policies, practices, and procedures.

Assists in developing program budgets and staffing schedules.

Develops and supervises training programs for staff.

Exercises considerable independence and judgment; receives general administrative direction.

Performs other related work as assigned.

Comprehensive knowledge of the concepts, principles, and practices in hydrology and hydraulics.

Comprehensive knowledge of the methods and equipment used in hydrologic investigations.

Comprehensive knowledge of mathematical modeling of hydrologic systems including surface water flow in saturated materials and complex stream and storage systems.

Comprehensive knowledge of the principles and practices of supervision and administration.

Ability to establish and maintain effective working relationships with associates, government and industrial officials, professional and civic groups, and the general public.

Ability to plan, assign, and supervise the work of others.
