This is senior-level professional and technical work in manipulating and analyzing geographic information systems (GIS) data, and using GIS applications.
Applicants must meet one of the following eligibility requirements:
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
One or more years of experience as a Geographic Information Systems Technician II with the Missouri Uniform Classification and Pay System.
OR
A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Geographic Information Systems, Geography, Cartography, Earth Science, Natural Resources, Remote Sensing, Environmental Science, Computer Science, Civil Engineering, Surveying, or a closely related field; and,
One or more years of professional or technical experience in geographic information systems work.
(24 earned graduate credit hours from an accredited college or university in the specified areas may substitutes for the one year of required experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Develops spatial data overlays and comparisons; performs geostatistical analyses and geocoding; generates and analyzes grids, surfaces, routes, and networks.
Reviews data processing procedures and applications to ensure data integrity, compatibility with existing systems, and compliance with standards, policies, and other guidelines.
Develops, tests, documents, and performs data capturing, analysis, and quality control procedures.
Enhances and promotes the utilization of GIS through technical support and training of end users.
Identifies needs and analyzes GIS data, data processing procedures, and applications to ensure that operational, project, and user needs are addressed.
Develops and utilizes queries and other GIS tools to analyze spatial data; assists in decision-making; generates reports and map products.
Reviews and evaluates new software applications to determine ease of use, functionality, and potential problems.
Recommends revisions to standards, policies, procedures, guidelines, and technical manuals.
Participates in geodatabase design activities.
Responds to complex questions from GIS users and resolves basic problems; provides technical assistance to GIS technicians and users.
Participates in meetings, training seminars, and GIS user groups.
Exercises independence in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of principles, practices, terminology, and trends in GIS and related technologies.
Intermediate knowledge of cartographic principles and spatial analysis.
Intermediate knowledge of computer systems, database management administration, security, networking, and telecommunication concepts.
Intermediate knowledge of geographic information applications, analysis, and the relationships between different types of spatial data.
Introductory knowledge of the assigned department's mission/functions and information systems.
Introductory knowledge of software development techniques, software reference libraries, and related utility programs.
Introductory knowledge of project management and cost benefit analysis.
Introductory knowledge of the information strategic planning process.
Ability to prepare and interpret metadata.
Ability to adhere to and incorporate data processing policies, procedures, and standards into GIS activities.
