This is mid-level professional work in the area of adult probation and parole.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Probation and Parole Officer I with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency, and a valid vehicle operator's license.

OR

A Bachelor's degree from an accredited college or university; and,

One or more years of professional experience in probation and parole or corrections casework; and possession of a valid vehicle operator's license.

(24 earned graduate credit hours from an accredited college or university in Criminal Justice, Social Work, Sociology, Psychology, or related area may substitute for the required experience.)

(Work experience as a Probation and Parole Assistant or Corrections Classification Assistant with the Missouri Uniform Classification and Pay System, or work experience in substance abuse counseling or juvenile or social case management may substitute on a year-for-year basis for a maximum of two years of the required education.)

Special Requirements

Successful completion of safety training including defensive tactics and the ability to re-qualify annually.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Conducts investigations on offenders for the circuit courts and/or the Board of Probation and Parole; collects and verifies data through the interview process and review of historical records; evaluates this information and incorporates into records and reports.

Assesses the needs and risk levels of offenders to determine appropriate supervision strategies such as individual counseling, or referral to internal programs or community resources to ensure effective offender management and public safety.

Maintains ongoing records of supervision activity and submits reports thereof to the designated legal authority.

Investigates offender violations and takes appropriate action including the issuance of a warrant for an offender's arrest.

Contacts offenders in their homes, places of employment, or places of confinement and counsels them regarding personal or adjustment problems.

Attends court to receive court assignments and/or make reports.

Assists in the development of special programs such as Drug Courts, Mental Health Courts and Restorative Justice programs; supervises offenders in these programs.

Works with local law enforcement to attempt to locate and apprehend absconders.

Performs public relations work by educating community resources on probation and parole program requirements and services that are provided to the community.

Provides expertise to the courts regarding statutes, policies, and procedures, as well as supervision strategies available to offenders.

Obtains and verifies information from incarcerated adult offenders concerning their home life, family relationships, work history, and related pertinent personal and social factors.

Serves on a classification team; evaluates the offender's institutional adjustment, attitude toward society, and release plans; makes recommendations relative to job assignments, transfers, and disciplinary actions; prepares and maintains casework records and reports.

Assesses classification status and prepares reclassification analysis for program eligibility determination.

Counsels offenders on work release; coordinates program activities; assists in the solution of problems with employers, correctional center staff, and others.

Cooperates with public and private agencies and law enforcement agencies in matters relating to assigned offenders.

Conducts special investigations, research projects, and other activities as assigned.

Assists staff with client/offender supervision problems; provides advice and assistance regarding content, completeness, and conformity of reports.

Serves on committees and/or task forces within the Department and in the community.

Prepares statistical and other reports of work activities.

Performs work under the direction of an administrative supervisor; however, the employee is expected to exercise considerable discretion and independent judgment in the performance of work within established policies and procedures.

Performs other related work as assigned.

Key Skills

Intermediate knowledge of the methods used to obtain reliable social and personal information and develop case histories.

Intermediate knowledge of the general methods of social casework and job placement as applied to probation and parole work.

Intermediate knowledge of human behavior, attitudes, motivation, and the ability to apply this knowledge to casework and the rehabilitation of criminal offenders.

Intermediate knowledge of the causes of crime and the related issues of substance abuse and mental illness.

Ability to conduct interviews with hostile or reluctant individuals.

Ability to initiate and maintain contact with victims of crime, the Parole Board, employers, social agencies, the courts, and the general public.

Ability to implement plans of supervision with the client/offender.

Ability to assess personal safety risks and to utilize existing safety policies and procedures in the performance of duties.

Ability to exercise authority in an appropriate and productive manner.

Ability to prepare accurate and complete case records and reports.
