This is entry-level professional case review and evaluation work in a program with the Family Support Division (FSD) of the Department of Social Services. Work includes conducting on-site or systems reviews of case records to insure actions are in accordance with mandated federal and state guidelines.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Child Support Specialist or Family Support Eligibility Specialist with the Missouri Family Support Division.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Reviews a selected sample of cases to determine if recipients receiving public assistance and/or food assistance are eligible and receiving the correct amount of grant, food stamps, and/or medical assistance in accordance with mandated federal and state guidelines.

Reviews audit of child support funds collected in the IV-D program to insure funds are obtained in a timely manner.

Reviews sample selections of negative case actions to determine if the applicant was correctly denied public assistance and/or food stamps or if the recipient was correctly terminated from the program.

Reviews case records to insure that decisions and/or actions are in compliance with federal and state laws, regulations, and agency policy; makes recommendations for the correction of deficiencies.

Reviews and analyzes case records to obtain pertinent information regarding eligibility status and payment amounts to recipients of federally funded and state funded programs.

Interviews recipients and collaterals to obtain verification and documentation of eligibility and payment factors as mandated in federal and/or state guidelines.

Makes home visits or travels to Family Support Division County Offices to interview recipients and/or collaterals for the purpose of completing a full field investigation on the selected cases.

Initiates correspondence necessary to verify and/or document procedures/policies applied in making the case decisions.

Reviews, analyzes, evaluates, and audits IV-A and/or IV-D case records to determine whether mandated federal and/or state procedures and policies are being followed.

Interviews, observes, confers, and collaborates with County or Office Managers, prosecuting attorneys, and circuit clerk offices concerning the evaluation of office procedures, timeliness of actions, division policy, and federal regulations.

Reviews and implements new and revised federal and state laws, policies, procedures, rules, and regulations in the area of eligibility for public assistance and/or food assistance or child support enforcement.

Prepares comprehensive reports of review findings.

Exercises considerable independence within established guidelines; receives general administrative direction; work is reviewed for attainment of objectives through case records.

Performs other related duties as assigned.

Key Skills

Intermediate knowledge of the federal and state laws, policies, and regulations relating to public assistance, food stamp programs, Medicaid programs, and/or child support programs administered by the Missouri Family Support Division.

Intermediate knowledge of the process of eligibility determination.

Intermediate knowledge of the procedures necessary to establish and enforce orders for child support.

Intermediate knowledge of the federal and state laws, policies, and regulations relating to public assistance, food stamp, Medicaid, and/or child support enforcement programs administered by Family Support Division of the Department of Social Services.

Intermediate knowledge of the techniques of interviewing.

Ability to analyze information.

Ability to interpret laws and regulations, and express ideas clearly.

Ability to establish and maintain working relationships with other employees, recipients, clients, administrators, and the general public.

Ability to conduct effective interviews.

Ability to accurately complete a work assignment within federally mandated deadlines of disposition.
