This is professional work in responding to inquiries and complaints concerning the programs and services of a division of the Missouri Department of Social Services.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of professional experience (e.g. Family Support Eligibility Specialist, Child Support Specialist, Children's Service Worker, Medicaid Technician) with the Missouri Department of Social Services in income maintenance; social services; medical services; resource, financial, or legal investigation; child support enforcement, or a closely related area .

OR

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting; Business, Public, or Health Care Administration; Education; Nursing; Medical Technology; behavioral or social sciences; or a closely related field; and,

Two or more years of professional experience in income maintenance; social services; medical services; resource, financial, or legal investigation; child support enforcement, or a closely related area.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Corresponds and communicates with recipients of income maintenance benefits and social services, social service providers and vendors, custodial and non-custodial parents and family members, public officials, legal staff, Medicaid recipients and providers, schools, and the general public concerning agency activities and determinations to resolve difficult and sensitive complaints and inquiries.

Researches and collects information; develops explanatory letters in response to complaints and inquiries; creates reports regarding such matters as child fatalities and record reviews.

Interprets and explains rules, regulations, and procedures concerning agency activities, programs, and benefits to recipients, social service clients, custodial and non-custodial parents, service providers, federal and state legislators, county and municipal officials, and the general public.

Studies new and revised agency rules, regulations, program changes, procedures, and manual modifications in order to maintain currency of knowledge and information.

Participates in meetings and individual conferences with division management and professional staff to resolve complex problems, complaints, and inquiries; update knowledge; and exchange information related to agency programs and activities.

Reviews out-of-state inquiries for information on previous Missouri recipients of income maintenance benefits and social services; routes inquiries to proper county for appropriate response.

Assists in training agency staff in procedures used in responding to complaints and inquiries directed to the division.

Assists in the design and development of booklets, pamphlets, and other informational devices for use in explaining programs, benefits, and procedures.

Reviews legal actions for results and compliance with state and federal laws and regulations, and advises staff in resolution of problems and interpretation of laws, regulations, and procedures; confers with legal staff on sensitive issues.

Attends community meetings and delivers presentations.

Receives supervision from a designated supervisor.

Performs other related work as assigned.

Key Skills

Intermediate knowledge of federal and state laws, rules, regulations, policies, and procedures pertaining to programs and benefits administered by the assigned division of the Missouri Department of Social Services.

Intermediate knowledge of laws governing privacy, security, and release of information.

Intermediate knowledge of communication techniques employed in answering complaints and inquiries.

Intermediate knowledge of the organizational and administrative structure of the assigned division.

Intermediate knowledge of techniques and principles utilized for input, retrieval, and interpretation of data from automated systems.

Intermediate knowledge of mathematics used in the calculation of such matters as child support arrearages, support obligations, and support enforcement fees.

Introductory knowledge of the Unemployment Insurance Program, federal and state tax refund processes, workers' compensation, and their relationships with the Child Support Enforcement Program.

Ability and skill in handling complex and sensitive interpersonal communications and interactions.

Ability to interpret federal and state laws, program policies and procedures, and court directives.

Ability to collect, organize, and present facts clearly and concisely.

Ability to communicate effectively with agency staff, clients, attorneys, circuit clerks, judges, custodial and non-custodial parents, and others.

Ability to act as a lead worker for assigned personnel.
