This is advanced professional work in the supervision of the Correspondence and Information Unit in a division of the Missouri Department of Social Services.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Correspondence and Information Specialist I with the Missouri Department of Social Services.

OR

Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting; Business, Public, or Health Care Administration; Education; Nursing; Medical Technology; behavioral or social sciences; or a closely related field; and,

Four or more years of professional experience in income maintenance; social services; medical services; resource, financial, or legal investigation; child support enforcement, or a closely related area including two or more years in a supervisory, administrative, consultative, or training capacity.

(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for the general experience at a rate of 24 earned graduate credit hours for one year of experience.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Supervises and trains a professional and technical staff engaged in corresponding and communicating with income maintenance recipients, social service clients, custodial and non-custodial parents, public officials, and the general public regarding complaints and inquiries related to agency activities.

Corresponds and communicates with recipients of income maintenance benefits and social services, social service providers and vendors, custodial and non-custodial parents and family members, public officials, legal staff, Medicaid recipients and providers, schools, and the general public concerning agency activities and determinations to resolve the more difficult and sensitive complaints and inquiries.

Interprets and explains rules, regulations, and procedures concerning agency activities, programs, and benefits to recipients, social service clients, custodial and non-custodial parents, service providers, federal and state legislators, county and municipal officials, and the general public.

Researches and studies new and revised agency procedures, rules, regulations, program changes, and manual modifications in order to maintain currency of knowledge and information.

Participates in meetings and individual conferences with division management and professional staff to resolve complex problems, complaints, and inquiries; update knowledge; and exchange information related to agency programs and activities.

Assists Department of Mental Health personnel in determining the eligibility for transfer of individuals from out-of-state mental health facilities to Missouri facilities through a determination of Missouri residency.

Reviews out-of-state inquiries for information on previous Missouri recipients of income maintenance benefits and social services; routes inquiries to proper county for appropriate response.

Designs and develops booklets, pamphlets, and other informational devices for use in explaining programs, benefits, and procedures.

Reviews legal actions for results and compliance with state and federal laws and regulations, and advises employees in resolution of problems and interpretation of laws, regulations, and procedures; confers with legal staff on sensitive issues.

Receives supervision from an administrative supervisor; exercises discretion and judgment within established policies and procedures.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of federal and state laws, rules, regulations, and program policies and procedures pertaining to programs and benefits administered by the assigned division of the Missouri Department of Social Services.

Comprehensive knowledge of laws governing privacy, security, and release of information.

Comprehensive knowledge of communication techniques employed in answering complaints and inquiries.

Comprehensive knowledge of the organizational and administrative structure of the assigned division.

Comprehensive knowledge of techniques and principles utilized for input, retrieval, and interpretation of data from automated systems.

Comprehensive knowledge of mathematics used in the calculation of such matters as child support arrearages, support obligations, and support enforcement fees.

Comprehensive knowledge of the principles and techniques of supervision.

Intermediate knowledge of the Unemployment Insurance Program, federal and state tax refund processes, workers' compensation, and their relationships with the Child Support Enforcement Program.

Ability and skill in handling complex and sensitive interpersonal communications and interactions.

Ability to interpret federal and state laws, program policies and procedures, and court directives.

Ability to collect, organize, and present facts clearly and concisely.

Ability to communicate effectively with agency staff, clients, attorneys, circuit clerks, judges, custodial and non-custodial parents, and others.

Ability to plan, assign, supervise, and evaluate the work of subordinate personnel.
