This is professional and technical work in the Department of Social Services which involves the administration and enforcement of the Interstate Compact on the Placement of Children or the Interstate Compact on Juveniles as defined by state statutes which govern placement of children/youth into or out of Missouri .
An employee in this class is responsible for coordinating, reviewing, approving and/or disapproving interstate and international adoptive, guardianship, foster care, relative and residential placement of children or interstate placement of adjudicated or court-referred youth. Work involves frequent contact with other Interstate Compact staff, court officials, attorneys, agency staff and the public. Work also includes responsibility for assuring that correct importation/exportation procedures and proper legal safeguards for children/youth are followed. General supervision is received from a designated administrative superior; however, the employee is expected to exercise considerable judgment and discretion in the performance of assigned duties.
Applicants must meet one of the following eligibility requirements:

Three years of professional experience in the Department of Social Services at or above the level of Social Service Worker I or Youth Specialist which involved the provision of services/treatment to children/youth.
OR
Three years of professional experience in the delivery of protective social services for children (investigation of abuse or neglect, foster care, relative care, etc.) or in the treatment of juveniles which involved group or individual counseling techniques; and graduation from an accredited four-year college or university with specialization in social work, family and child development, education, psychology, sociology, criminal justice or closely related areas. (Graduate work in the specified educational areas or counseling may be substituted on a year-for-year basis for a maximum of two years of the stated experience.)

Reviews, approves, coordinates, monitors and evaluates interstate and international adoptive, guardianship, foster care, relative and residential placement of children under the authority of the Division of Family Services in accordance with the Interstate Compact on the Placement of Children.
Reviews, approves, coordinates, monitors and evaluates interstate placement of adjudicated or court-referred youth under the authority of the Division of Youth Services in accordance with the Interstate Compact on Juveniles.
Reviews case material for compliance, processes completed referrals and coordinates importation/
exportation of children/youth in accordance with Interstate Compact requirements.
Interprets, applies and enforces state laws and regulations, Interstate Compact agreements and agency policies; establishes procedures regarding the interstate placement of children/youth.
Develops and presents training in the area of interstate placements to field staff, agencies, court officials, attorneys and the general public; provides direction and guidance to staff in the provision of services related to the Interstate Compact.
Performs reviews of case records and progress reports regarding children/youth placed in other jurisdictions to ensure appropriate services and legal safeguards are provided in accordance with Interstate Compact agreements.
Researches and responds to inquiries and provides information regarding laws, rules, regulations, policies and procedures governing the interstate placement of children/youth.
Compiles statistical reports and maintains interstate placement records and related documents.
Attends and participates in state, regional and national conferences.
Performs other related work as assigned.
Thorough knowledge of laws, rules, regulations, policies and procedures governing the interstate placement of children/youth.
Considerable knowledge of emotional needs and behavioral problems of children/youth and appropriate treatment and/or placement alternatives.
Considerable knowledge of the principles and methods of social service work and current trends in the placement of children/youth.
Considerable knowledge of the Missouri court system.
Ability to develop and present training in the area of interstate placement to field staff, agencies, court officials, attorneys and the general public.
Ability to interpret, apply and enforce rules, regulations and procedures relating to the provision of services/treatment and placement of children/youth.
Ability to understand and interpret psychological, psychiatric, medical, social, school and court reports.
Ability to exercise judgment in reviewing, approving, coordinating and monitoring interstate placement of children/youth.
Ability to establish and maintain working relationships with other Interstate Compact staff, employees, clients, court officials, attorneys, agencies, residential facilities and the public.
Ability to communicate effectively, prepare reports and maintain records.
