This is supervisory work directing the activities of a military benefits program in a region or organizational designation of the state for the Missouri Veterans Commission or the Office of the Adjutant General.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Veterans Service Officer with the Missouri Uniform Classification and Pay System.

OR

A Bachelor's degree from an accredited college or university; and,

Three or more years of professional or technical experience in one or a combination of the following areas: employment service programs, law, vocational counseling, or business, public, or personnel administration, including two or more years of experience which involves the provision of military benefit services; and, possession of an honorable discharge from the military forces of the United States.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, directs, reviews, and coordinates regional and field office activities of staff involved in counseling current or former military personnel and assisting them with benefit claims.

Supervises staff and evaluates performance; provides work assignments; oversees training.

Consults with the Department of Veterans Affairs (DVA) concerning reconsideration of decisions on specific claims, computation of the benefit payable rate, acceptability of forms or documents submitted, or interpretation of statutes, directives, or policies.

Advises staff of changes in military service-related benefit regulations and laws; provides assistance with difficult issues.

Plans, implements, and promotes a public information program for the region.

Advises management in the analysis of existing programs; suggests revisions and replacements; prepares and maintains reports on programs and operations.

Receives general administrative supervision; work is reviewed for adherence to established policies and procedures.

Performs other related work as assigned.

Comprehensive knowledge of the benefits and services available to veterans, military personnel and their dependents, and State and Federal laws/regulations governing their administration.

Comprehensive knowledge of the policies and principles relating to military service benefit programs.

Intermediate knowledge of available public and private community resources and agencies.

Ability to plan, supervise, and coordinate the work of staff.

Ability to analyze and evaluate operating programs, policies, and procedures.

Ability to explain federal and state military service-related benefit legislation to employees and the public.

Ability to analyze and interpret military, social service, and medical records to establish entitlements to service-related benefits.

Ability to plan, promote, coordinate, and implement public information activities/programs and to prepare and present speeches.

Ability to establish and maintain effective working relationships with co-workers, veterans, military members, dependents, organizations, and the general public.

Ability to communicate effectively.
