This is senior-level technical, supervisory, and administrative work involving the supervision, training, and coordination of a regional staff engaged in the compliance inspection of contracted construction and major repair projects on state owned facilities, buildings, and structures.

 

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

 (The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

Three or more years of experience as a Construction Inspector with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Engineering, Engineering Technology, Architecture, Construction Management or Administration, or a closely related field; and,

Four or more years of experience supervising or inspecting vertical commercial/industrial construction projects that involved multiple trades, including one or more years in a supervisory or management capacity.

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Supervises technical staff in the inspection and coordination of construction contract work for state building projects in an assigned region.

Applies construction inspection procedures and engineering methods to ensure compliance with the construction contract requirements.

Coordinates work assignments and provides supervision and overview of Construction Inspectors.

Reviews construction contract documents, plans, and specifications pertaining to projects for issuance to Construction Inspectors.

Reviews progress reports submitted by Construction Inspectors; resolves technical problems regarding projects; and arranges for meetings with project architects, engineers, contractors, or others concerning necessary information or required changes.

Reviews construction change order requests for effect on the construction schedule and maintains current records of contract modification documents.

Assists Construction Inspectors during inspections at the completion of projects or for critical or problem construction projects.

Exercises considerable independence in the performance of responsibilities; work is reviewed by an administrative supervisor through reports and conferences for achievement of desired results.

Performs other related work as assigned.

Comprehensive knowledge of the principles and methods applied in inspecting and testing materials used in large-scale building construction projects.

 Comprehensive knowledge of engineering principles and practices applied in the building construction trades.

 Comprehensive knowledge of the use of building materials and their placement in construction.

Comprehensive knowledge of local, state, and federal building codes, rules, regulations, and licensing requirements.

Comprehensive knowledge of plant maintenance and new construction operations in a large facility.

 Intermediate knowledge of the stages in construction when possible defects and violations may be most easily observed and corrected.

Skill in operation of standard testing and surveying instruments in the required specialties.

Ability to plan and supervise the work of technical staff.

Ability to interpret and explain construction codes, plans and specifications, and enforce compliance firmly and tactfully.

Ability to prepare technical reports.

Ability to establish and maintain effective working relationships with associates, contractors, and public officials.

Ability to work in or during extreme weather conditions and on hazardous terrain.

Ability to climb ladders and scaffolding, inspect roofs, and work in confined spaces such as tunnels and air plenums.
