This is senior-level work involving the management of a large industry operation or service-type vocational enterprise, or multiple smaller industry operations or service-type vocational enterprises in the Missouri Department of Corrections.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Factory/Service Manager I with the Missouri Uniform Classification and Pay System.

OR

Two or more years of experience as a Vocational Enterprises Supervisor II or Maintenance Supervisor I or II with the Department of Corrections’ Missouri Vocational Enterprises program.

OR

Two or more years in a supervisory or management capacity in a manufacturing field and/or service-type vocational enterprise (laundry, printing, binding, recycling, or closely related area) and/or overseeing the work of offenders in a production/service setting (does not include surveillance and security of offenders); and possession of a high school diploma or proof of high school equivalency.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Plans, directs, and supervises the activities of lower-level managers, supervisors, and/or offender workers engaged in an industry operation(s) or service-type vocational enterprise(es).

Prepares a proposed budget for assigned operation(s)/enterprise(es).

Initiates procurement documents to obtain raw materials and supplies; establishes stock levels and reorder points; maintains inventory of supplies and equipment.

Assigns and monitors job orders and work schedules; designates which section of the operation/enterprise will be responsible for particular tasks.

Computes job costs, including material quantity required for the job; prepares job/cost reports.

Inspects work in progress for conformance with quality control standards and efficiency of operations.

Ensures the proper use and operation of equipment and materials.

Administers a graded-wage program for offender workers with promotions, demotions, and performance evaluations; maintains time and payroll records on offender workers.

Confers with classification and/or custody staff regarding offender work assignments.

Prepares shipping and billing documents.

Develops specifications for new equipment that will meet industry operation/vocational enterprise requirements.

Inspects work areas to ensure safe working conditions are maintained.

Consults with lower-level managers or supervisors regarding special orders, production problems, schedules, and delivery dates.

Inspects raw materials received for quality standards.

Confers with customers and vendors regarding problems, product improvement, and development of new products.

Exercises independence and initiative in the performance of responsibilities; receives general administrative direction to ensure conformance with department policies and procedures.

Performs other related work as assigned.

Comprehensive knowledge of precautionary measures to be taken to avoid occupational hazards in an industry operation(s) or service-type vocational enterprise.

Intermediate knowledge of basic management principles and practices.

Intermediate knowledge of general supervision, training, and staff evaluation.

Intermediate knowledge of inventory management and procurement procedures.

Ability to interpret blueprints and specifications and to understand contract details.

Ability to plan, schedule, assign, and direct the work of staff.

Ability to prepare and compute time and material estimates, and maintain records.

Ability to analyze production/service problems and recommend improved techniques and procedures.

Ability to organize and direct the training of offender workers.

Ability to detect substandard quality of raw materials and products.

Ability to communicate effectively.

Ability to establish and maintain effective working relationships with staff, offender workers, and customers.
