This is professional and technical work in video production for a state agency.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Cinematography and Video Production, Radio and Television Production, Mass Communications, Journalism, or a closely related field; and,

Two or more years of professional or technical experience in video production or a closely related area.

(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for the required experience at a rate of 24 earned graduate credit hours for one year of experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Produces videos for use in promoting agency programs and disseminating information to legislators, governmental officials, and the general public.

Produces videos for training, informational, or motivational purposes.

Confers with program staff and conducts research regarding subject matter and project feasibility; composes scripts and prepares production schedules for projects.

Designs sets, obtains props, identifies remote filming locations, and assists in the selection of talent used in video productions.

Films raw footage at agency or public events and locations; operates video, audio, lighting, and other related equipment.

Videotapes conferences, workshops, or other events.

Edits raw footage applying advanced techniques such as digital technology; operates a variety of equipment to design and execute computerized editing, special effects, animation, titling, and closed captioning; transfers video, audio, and photographic materials to computer compatible images for manipulation.

Schedules and sets up video/audio equipment; programs and operates satellite receiver for conferences.

Performs or oversees the maintenance of video/audio equipment; researches, evaluates, and recommends equipment purchases.

Photographs events, scenes, and people for displays and publications.

Reproduces and distributes copies of finished productions.

Develops customized interactive productions representing the various programs within a state agency; creates and edits images for Internet use using advanced computerized technology.

Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.

Performs other related work as assigned.

Key Skills

Intermediate knowledge of the methods and techniques used in video production.

Intermediate knowledge of the operation and maintenance of video/audio equipment.

Intermediate knowledge of processes, such as digitization, employed to transfer video, audio, and photographic materials to computers for editing purposes.

Intermediate knowledge of the methods and techniques of photography and film processing.

Ability to apply advanced techniques to edit video and audio productions.

Ability to set up, operate, and maintain a variety of video, audio, lighting, and other related equipment.

Ability to lift and transport video, photography, and other related equipment.

Ability to compose scripts based on research of subject matter.

Ability to prepare and carry out production schedules for projects.

Ability to establish and maintain effective working relationships with management staff and other employees.

Ability to communicate effectively.

Ability to travel as required for agency business.
