This is senior-level professional supervisory and/or administrative work planning, developing, implementing, coordinating, and evaluating an emergency management program on a regional basis, or overseeing all phases of a department wide emergency/disaster program.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as an Emergency Management Officer III with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university; and,

Four or more years of professional and/or supervisory experience in emergency management, including disaster preparedness, response, and/or recovery operations under an established National Incident Management System.

(24 earned graduate credit hours from an accredited college or university in Business or Public Administration, Emergency Management, Communication, social sciences, behavioral sciences, and/or a closely related field may substitute for the required education and one year of the required experience.)

(A Master’s degree from an accredited college or university in Business or Public Administration, Emergency Management, Communication, social sciences, behavioral sciences, and/or a closely related field may substitute for the required education and two years of the required experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Manages and/or supervises staff in planning, developing, implementing, coordinating, and evaluating all phases of a department wide emergency/disaster management program: Preparedness, Response, and/or Recovery Operations.

Reviews the State Emergency Operations Plan (SEOP), Hazard Mitigation Plan, Homeland Security Exercise and Evaluation Program (HSEEP), Threat Hazard Identification Risk Analysis (THIRA), and other emergency management strategic plans; advises management of areas of concern and suggests revisions.

Assesses Local Emergency Operation Plans (LEOP) within assigned region and provides guidance and offers suggestions for areas of concern.

Conducts joint Individual Assistance (IA) and Public Assistance (PA), Preliminary Damage Assessments (PDAs) with Federal Emergency Management Agency (FEMA), local officials, and Small Business Administration following a disaster.

Develops and recommends programs to efficiently utilize local, state, and federal resources in time of emergency.

Provides assistance and guidance to local governments and municipalities with developing emergency management plans; coordinates emergency planning with local, state, and federal agencies, charitable organizations, and/or regional partners and agencies.

Explains disaster programs and jurisdictional responsibilities in order to document and define eligible expenses.

Advises and provides technical assistance to local officials regarding emergency management matters; interprets and applies state and federal requirements and procedures; and serves as a liaison with local, state, and federal representatives.

Oversees training and monitoring of personnel assigned to the Communications Center and the State Emergency Operations Center during disaster and emergency operations.

Addresses civic and community groups to promote and explain emergency management programs; ensures effective utilization of community resources in the education of the public in non-military defense.

Researches demographic and economic data to prioritize future project and planning efforts.

Monitors, tracks, and reviews project expenditures for program consistency and eligibility.

Oversees, coordinates, and/or processes state and federal grant payment requests and ensures compliance with rules and regulations.

Conducts damage assessments, inspections, and closeouts of recovery projects for completeness and quality of workmanship.

Directs, plans, and conducts special studies and surveys; plans and evaluates emergency management activities and programs.

Collects and analyzes statistical data relating to disaster preparedness, response and/or recovery programs; recommends and/or coordinates program modifications and/or development; and creates/disseminates reports/correspondence and other emergency management related materials.

Coordinates, plans, and participates in HSEEP, National Incident Management System (NIMS), and other emergency management training, workshops, meetings, and conferences; tests and evaluates disaster training exercises.

Disseminates the Emergency Operation Procedures manual, emergency contact procedures for disaster emergency response and recovery, the agency’s standard operating procedures; and recommends revisions to policies and procedures.

Operates personal computer/printer, and provides software support as needed.

Travels to assigned locations to fulfill the requirements of the position.

Exercises considerable independence, initiative, and judgment in the performance of duties; receives general administrative direction.

Performs other related work as assigned.
