This is supervisory professional and technical work with statewide responsibility for inspections in the Feed and Seed Program of the Department of Agriculture.
The employee in this class directs and supervises the work of subordinate inspectors throughout the state in the inspection of commercial feed and seed distributors for compliance with the Missouri Feed and Seed statutes. Work involves training, reviewing and evaluating the assigned staff, and includes providing administrative support to a program administrator. Work is performed under the general supervision of a program administrator and is primarily reviewed through conferences and submission of periodic reports; however, the employee exercises considerable independence and initiative in the performance of assigned responsibilities.

One year as a Feed and Seed Inspector II with the Missouri Department of Agriculture.
OR
Three years of experience in one or more of the areas described below; and graduation from an accredited four-year college or university with a Bachelor's degree in agriculture, business or public administration, biological sciences or closely related areas. (Experience which affords a knowledge of the manufacture, sale and distribution of commercial feed or seed products may be substituted for deficiencies in the required education.)

Evaluates the work of subordinates for quantity, quality, methods and adherence to policies and procedures; periodically accompanies and observes subordinate inspectors in the performance of their responsibilities.
Provides initial orientation and training for new inspectors; instructs inspectors on current inspection standards and techniques.
Provides administrative support to the program administrator; apprises program administrator of problems encountered by the field staff; makes recommendations on statutes, regulations, policies and procedures.
Coordinates with the Feed and Seed Laboratories regarding the submission of samples for analysis and interpretation of results.
Monitors follow-up activities of inspectors and performs compliance inspections on frequent violators; makes decisions regarding extensions or modifications of imposed enforcement actions.
Coordinates the maintenance of computerized feed and seed sample records.
Obtains feed and seed samples in accordance with established standards; inspects feed and seed establishments for licensure and compliance with statutory provisions governing product manufacture, labeling and distribution; issues and enforces withdrawal-from-distribution and stop-sale orders on products which are not in compliance.
Testifies as required in legal proceedings involving violations of statutes.
Performs other related work as assigned.
Thorough knowledge of the Missouri Commercial Feed and Seed Laws.
Thorough knowledge of proper feed and seed sampling procedures as established by Association of Official Analytical Chemists, Association of Official Seed Analysts and department guidelines.
Thorough knowledge of the operations and practices of businesses in the feed and seed industry.
Working knowledge of the principles of effective supervision and training.
Ability to interpret and enforce feed and seed statutes and regulations.
Ability to communicate effectively and to prepare complete and concise reports.
Ability to establish and maintain effective working relationships with other employees, feed and seed businesses and the general public.
Ability to adapt to and work in an environment that may periodically include factors such as noise, foul air, dust, inclement weather, heights and moving machinery.
Ability to train, supervise and coordinate the work of employees.
Ability to use and to instruct subordinates in the proper use of sampling devices.
Ability to independently establish and complete daily work schedules.
Ability to travel in the performance of assigned duties.
