This is senior-level supervisory and advanced technical work as the assistant supervisor of a section responsible for reviewing and processing tax returns and/or related documents in the Taxation Division of the Missouri Department of Revenue.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as a Revenue Processing Technician III or Tax Collection Technician III with the Taxation Division of the Missouri Department of Revenue; and possession of a high school diploma or proof of high school equivalency.

OR

A Bachelor's degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Accounting, Finance, Business or Public Administration, or a closely related area.

OR

Five or more years of experience in tax preparation, processing, review, or collection; accounting, auditing, bookkeeping, or closely related work; including two or more years, involving tax preparation, processing, review, or collection; and possession of a high school diploma or proof of high school equivalency.

(Earned credit hours from an accredited college or university with specialization in Accounting, Finance, Business or Public Administration, or a closely related area may substitute on a year-for-year basis for a maximum of four years of the required experience at a rate of 30 earned credit hours for one year.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Provides assistance in the overall supervision of a technical section in an assigned tax area; serves as acting section supervisor in his/her absence.

Provides advice and assistance to the section supervisor and unit leaders (Revenue Processing Technician III or Tax Collection Technician III) in the coordination of workflow and operations of the assigned section.

Assists the section supervisor in the development and implementation of new and revised policies and procedures for the assigned section; explains rules, regulations, policies, and procedures to staff and the general public.

Responds to complex technical correspondence and telephone calls; provides technical assistance to lower-level Revenue Processing Technicians or Tax Collection Technicians regarding complex correspondence and inquiries; and drafts technical correspondence for the signature of the Supervisor, Revenue Manager, Bureau Administrator, or Division or Department Director as assigned.

Approves or denies leave requests for staff; maintains attendance records for the assigned staff.

Provides leadership and guidance to a technical unit within the assigned section; distributes and adjusts unit workload; answers staff questions and informs employees of new and revised laws, regulations, policies, procedures, systems, and forms; and prepares performance appraisals and recommends disciplinary actions, as necessary.

Represents the assigned section on problem resolution teams, task forces, and committees; participates in special projects as assigned.

Compiles and submits weekly and monthly production and backlog reports for the assigned unit and section as assigned.

Works independently in the performance of assigned responsibilities within established guidelines; receives general supervision from a Revenue Section Supervisor.

Performs other related work as assigned.

Comprehensive knowledge of the principles of supervision and training.

Ability to provide training and supervision to lower-level Revenue Processing Technicians and/or Tax Collection Technicians.

Ability to organize work activities to achieve established goals and objectives.

Ability to make decisions in accordance with established guidelines.

Ability to operate a computer terminal, personal computer, and standard keyboard with speed and accuracy.

Ability to communicate effectively and prepare clear and concise reports.

Ability to establish and maintain effective working relationships with other employees, taxpayers, and the general public.
