Definition

This is specialized professional work in the State Tax Commission involving the original assessment of distributable property held by public utilities, railroads, freight line companies, airlines and related entities.

An employee in this class is responsible for making original determinations of property tax valuation for centrally assessed entities. Work involves collecting, reviewing and evaluating financial data and performing complex calculations to determine the valuation of distributable property not covered at the county level. Work also involves conducting equity studies and other special studies of complex assessment issues; developing and recommending rules and regulations pertaining to central assessment; and providing technical assistance to county assessors and industry representatives. General supervision is received from a designated administrative superior; however, the employee exercises significant initiative and independent judgment within established policies and procedures.

Job Duties

Reviews and evaluates financial data submitted by public utilities, railroads, freight line companies, airlines and related entities.

Performs complex calculations to make original determinations of valuation for distributable property held by centrally assessed entities.

Conducts equity studies to determine the rate of return for use in applying the income approach to valuing property.

Designs forms and composes instructions for the collection of property tax data from centrally assessed entities.

Develops and recommends new and revised rules and regulations regarding original assessment procedures.

Provides technical advice and assistance to county assessors, industry representatives and colleagues in the interpretation and application of property tax laws and regulations.

Provides testimony and makes recommendations to the State Tax Commission in informal and formal appeal hearings regarding assessed valuation.

Conducts special studies of complex assessment issues as directed by the State Tax Commission.

Performs other related work as assigned.

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Four years of professional experience in finance, auditing, accounting or economics, of which one year must have been in property taxation or utility regulation; and graduation from an accredited four-year college or university with specialization in finance, accounting, economics, business or public administration or closely related areas. (Graduate work in the specified educational areas may be substituted on a year-for-year basis for up to two years of the stated general experience.)
