This is entry-level technical work inspecting the fabrication and installation of manufactured housing units within an assigned region of the state for the Missouri Public Service Commission.
Applicants must meet one of the following eligibility requirements:
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
An Associate degree, or 60 or more earned credit hours from an accredited college, university, or trade school with a minimum of 15 earned credit hours in one or a combination of the following: Construction or Building Science, Construction Technology or Management, Manufacturing Technology or Management, Industrial Technology or Management, Construction or Civil Engineering, Building Inspection and Code Enforcement, or a closely related field; and,
One or more years of experience in fabricating, installing, and/or servicing manufactured housing units.
(Earned credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for the required experience at a rate of 30 earned credit hours for one year.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
OR
Certification as a Building Inspector by the International Code Council (ICC); and,
One or more years of experience in fabricating, installing, and/or servicing manufactured housing units.
This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.
Participates in, or conducts standard inspections of Department of Housing and Urban Development (HUD) certified manufactured homes and International Residential certified modular units; ensures proper construction, safety, and/or installation; identifies defects, damages, and manufacturer/dealer alterations.
Assists with, or conducts site inspections prior to and following home installations; ensures proper installation; reports site inspection deficiencies to the installer, dealer, and/or manufacturer.
Confers with supervisor or program manager on complex assignments; assists in unique situations requiring more than one inspector to accomplish an assignment.
Participates in the inspection of retail dealer premises for compliance with HUD codes and regulations; ensures compliance with state licensing requirements; verifies validity of operating certificates; reviews records of sales, inventory, performance logs, and ledgers.
Assists members of HUD joint inspection teams inspecting manufacturers’ facilities for in-plant activities and production line manufacturing processes.
Participates in consumer complaint investigations of alleged violations of building and safety codes for manufactured housing units; assists with evaluating non-compliance issues and determining the severity of violations.
Assists with interviewing complainants and collecting written statements, physical, and documentary evidence to be used in legal actions; assists skilled inspectors in mediation of consumer complaints under authority of the State Attorney General's Office.
Provides assistance and training on building code compliance to local officials.
Prepares and submits activity, inspection, and investigation reports as assigned.
Maintains specialized technical equipment and state vehicle.
Plans and schedules work activities to achieve established program goals.
Receives general administrative direction on routine assignments, or close supervision and/or guidance on complex assignments; work is reviewed by supervisor and/or program manager while in progress and through submission of reports.
Performs other related work as assigned.
Introductory knowledge of state and federal manufactured housing statutes and regulations.
Introductory knowledge of federal manufactured home construction, safety and installation standards, procedures, enforcement regulations, and international residential and building codes (IRC and IBC).
Introductory knowledge of current developments and trends in the manufactured housing industry.
Introductory knowledge of the principles, practices, and codes of manufacturing, safety inspection, and installation of manufactured housing units.
Introductory knowledge of general building construction and inspections.
Ability to comprehend, explain, and enforce manufactured housing statutes, regulations, and codes.
Ability to use a variety of technical equipment for conducting physical inspections.
Ability to operate computers and use various software packages.
Ability to communicate effectively, and to prepare complete and concise reports.
Ability to travel extensively in the performance of assigned duties.
Ability to adapt to and work in adverse environments.
Ability to independently establish and complete daily work schedules.
Ability to establish and maintain effective working relationships with other employees, manufactured housing industry representatives, manufacturers, retail dealers, installers, state and federal officials, consumers, and the general public.
