This is supervisory and senior-level technical work directing, coordinating, and conducting statewide inspections of the fabrication and installation of manufactured housing units for the Missouri Public Service Commission.
Applicants must meet one of the following eligibility requirements:
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
Two or more years of experience as a Manufactured Housing Inspector II with the Missouri Uniform and Classification Pay System.
OR
A Bachelor’s degree from an accredited college, university, or trade school with a minimum of 15 earned credit hours in one or a combination of the following: Construction or Building Science, Construction Technology or Management, Manufacturing Technology or Management, Industrial Technology or Management, Construction or Civil Engineering, or Building Inspection and Code Enforcement; and,
Two or more years of experience in conducting manufactured housing industry inspections and/or investigations, including one or more years of experience in a supervisory or lead capacity.
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)
OR
An Associate degree, or 60 or more earned credit hours from an accredited college, university, or trade school with a minimum of 15 earned credit hours in one or a combination of the following: Construction or Building Science, Construction Technology or Management, Manufacturing Technology or Management, Industrial Technology or Management, Construction or Civil Engineering, or Building Inspection and Code Enforcement; and,
Four or more years of experience conducting manufactured housing industry inspections and/or investigations, including one or more years of experience in a supervisory or lead capacity.
(Earned credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for the required general experience at a rate of 30 earned credit hours for one year.)
OR
Certification as a Building Inspector and in one of the following categories: Electrical Inspector, Mechanical Inspector, Plumbing Inspector, Residential Combination Inspector, Commercial Combination Inspector, or Combination Plans Examiner by the International Code Council (ICC); and,
Four or more years of experience conducting manufactured housing industry inspections and/or investigations, including one or more years of experience in a supervisory or lead capacity.

Supervises, trains, and evaluates staff performing inspections, conducting investigations, and responding to consumer complaints.
Provides advice and/or guidance, and participates in investigations and resolution of complex/sensitive consumer complaints and inspections; provides advice and support to management regarding manufactured housing inspections, investigations, and regulatory activities and issues.
Confers with industry contacts and analyzes changes in regulatory standards; educates staff of updated/revised statutes, regulations, and procedures.
Directs and/or conducts standard and complex inspections of Department of Housing and Urban Development (HUD) certified manufactured homes and International Residential certified modular units; ensures proper construction, safety, and/or installation; identifies defects, damages, and manufacturer/dealer alterations.
Supervises the inspection of retail dealer premises for compliance with HUD codes and regulations which involves ensuring compliance with state licensing requirements, verifying validity of operating certificates, and reviewing records of sales, inventory, performance logs, and ledgers.
Inspects manufacturers' facilities as a member of HUD joint inspection teams; observes in-plant inspection activities and production line manufacturing processes; reports compliance violations to inspection team leader; participates in observation interviews with plant managers.
Oversees the investigation and response to consumer complaints of alleged violations of building and safety codes for manufactured housing, evaluation of non-compliance issues, and determination of violation(s) severity.
Interviews complainants and collects written statements, physical, and documentary evidence to be used in legal actions; participates in mediation of consumer complaints under authority of the State Attorney General's Office; testifies for commission hearings and in a court of law when subpoenaed.
Participates in the review of manufacturers' construction plans and application requests for new and/or revised model construction by evaluating schematic drawings, detailed model plans, and quality control manuals.
Provides continued training to inspectors; assists inspectors with complex or sensitive investigations, or complaints.
Attends educational and training seminars related to industry technology and regulatory progress.
Reviews and approves activity, inspection, and investigation reports as assigned by program manager.
Maintains specialized technical equipment and state vehicle.
Plans and schedules work activities to achieve established program goals.
Exercises considerable independence and initiative in the performance of assigned responsibilities within established guidelines; receives general administrative direction from the program manager.
Performs other related work as assigned.
Considerable knowledge of state and federal manufactured housing statutes and regulations.
Considerable knowledge of federal manufactured home construction, safety and installation standards, procedures, enforcement regulations, and international residential and building codes (IRC and IBC).
Considerable knowledge of current developments and trends in the manufactured housing industry.
Considerable knowledge of installation requirements of manufactured housing units.
Considerable knowledge of the principles, practices, and codes of manufacturing, safety inspection, and installation of manufactured housing units.
Considerable knowledge of general building construction and inspections.
Intermediate knowledge of the principles of effective supervision and training.
Intermediate knowledge of investigative techniques and procedures.
Ability to conduct federal audits in other states for HUD.
Ability to comprehend, explain, and enforce manufactured housing statutes, regulations, and codes.
Ability to read and interpret technical documents, manufacturing blueprints, and schematic drawings.
Ability to train, supervise, and evaluate the work of field inspection staff.
Ability to operate computers and use various software packages.
Ability to communicate effectively, and to prepare complete and concise reports.
