Definition

This is mid-level professional work for the Missouri Department of Economic Development or Missouri Department of Agriculture promoting business and community development activities in domestic and international markets.

 

Job Duties

Provides companies and communities with information relating to financing, tax credits, job training, suppliers, site location analysis and business climate comparisons.

Researches, evaluates prepares and/or presents customized presentations for prospective companies and foreign investors which highlight Missouri's business climate, communities, markets and suppliers.

Initiates, organizes, manages and/or participates in trade shows, trade missions, impact and marketing trips, and promotional campaigns designed to cultivate and develop new business opportunities.

Serves as lead worker on complex projects; provides technical assistance and guidance to other professional staff relating to work methods and program procedures.

Researches, evaluates and provides interested Missouri businesses with information on international trade opportunities, potential foreign markets and customers.

Provides communities and non-profit organizations with information and advice on solutions to local development/redevelopment initiatives.

Coordinates the use of promotional materials with Missouri’s international trade offices and U.S. Foreign Service posts.

Provides technical assistance to Missouri firms interested in initiating or expanding export operations, and to other businesses interested in initiating or expanding operations in Missouri through export counseling, community development meetings, training, marketing activities and conferences.

Works with industry organizations, companies and academic institutions to facilitate the growth of specific industry sectors.

Coordinates efforts with other governmental agencies to obtain information and assistance needed for businesses to operate in the state (i.e., licenses, permits, insurance, environmental requirements).

Prepares marketing plans tailored to a company's or industry's needs.

Schedules and facilitates meetings and site visits for companies, foreign buyers, government officials and dignitaries exploring Missouri business opportunities.

Reviews and assesses information from periodicals, trade publications, computer data banks and other available sources regarding potential markets and trade opportunities in Missouri.

Participates in the business negotiation process; assists with the completion of necessary paperwork.

Plans and schedules work activities to achieve established goals.

Prepares and submits activity reports.

Exercises independence and initiative in the performance of assigned responsibilities; receives general administrative direction.

Performs other related work as assigned.

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.) 

Two or more years of experience as a Marketing Specialist I with the Missouri Department of Economic Development or the Missouri Department of Agriculture.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following:  Marketing, Public Relations, Economics, Business or Public Administration, International Business, Foreign Language Study, Agribusiness or a closely related field; and,

Two or more years of professional experience in marketing, public relations, finance, international business, community or economic development, business or public administration.

(A Master’s degree from an accredited college or university in the specified fields may substitute for one year of the required experience.)

By assignment, a position may require:

Ability to communicate proficiently in a designated foreign language.

Intermediate knowledge of state and federal regulations which affect the business environment within the state and the marketing of Missouri products and services.

Intermediate knowledge of business factors affecting the international marketing of Missouri products and services, including trade lead sources, direct and indirect marketing, transportation, price quotation, duty requirements and product clearance.

Intermediate knowledge of the principles and practices of marketing, economic development promotion and international trade.

Ability to prepare and present marketing and related promotional material to Missouri and foreign businesses and trade officials.

Ability to organize, manage and participate in trade shows, impact and marketing trips and advertising campaigns.

Ability to analyze local development/redevelopment problems and issues and determine the appropriate resources strategies.

Ability to provide technical assistance and guidance to other professional staff relating to work methods and program procedures.

Ability to communicate effectively and to prepare complete and concise reports.

Ability to establish and maintain effective working relationships with other employees, business and trade association representatives, federal, state and local officials, foreign customers and governments, community leaders and the general public.

Ability to travel extensively, both inter- and intra-state, as well as internationally, if necessary, in the performance of assigned duties.
