This is entry-level professional and technical work in interviewing, employment counseling, employer relations, and/or specialized program functions with the Missouri Division of Workforce Development.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

Four or more years of experience as an Administrative Office Support Assistant with the Missouri Department of Economic Development.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Psychology, Sociology, Social Work, Labor Economics, Education, Business, Personnel, or Public Administration, or a closely related field.

(Technical or professional experience in social services, education, job placement, community organization, business, personnel, or public administration, or a closely related area; or military experience (at the E-5 level or above) with primary responsibility in a comparable capacity involving recruiting or personnel administration may substitute on a year-for-year basis for deficiencies in the required education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Receives and records job orders from a variety of employers; conducts interviews with job seekers to determine those who meet employer order specifications; refers qualified applicants to employers.

Assists job seekers with automated job searches.

Classifies all job orders and job seeker qualifications using skill codes.

Reviews applications in accordance with statutes, regulations, and policies in order to determine eligibility for tax credits.

Administers, scores, and interprets tests that measure job seeker aptitudes and interests.

Contacts employers to identify their labor needs and problems; develops a plan of service.

Informs employers and community organizations of workforce development programs and services; conducts job fairs.

Develops job opportunities with employers for qualified job seekers.

Assists with solicitation and development of on-the-job training contracts.

Provides vocational counseling to job seekers; assists with identifying factors that may be contributing to employment issues.

Provides placement and employability development services to all veterans.

Exercises independence in the performance of responsibilities; receives general administrative direction from a Workforce Development Supervisor or other administrative staff.

Performs other related work as assigned.

Introductory knowledge of state and federal laws and regulations governing workforce development programs and activities.

Introductory knowledge of public relations functions.

Introductory knowledge of social, economic, and community issues impacting area businesses and employment opportunities.

Introductory knowledge of the methods of enrolling or registering veterans for benefits available from service organizations.

Ability to exercise good judgment in appraising situations and making decisions.

Ability to interpret and apply statutes, regulations, and policies related to tax credit eligibility determinations.

Ability to provide technical assistance to businesses concerning the processing of tax credit applications.

Ability to communicate effectively and present information in a clear and concise manner.

Ability to establish and maintain effective working relationships with other employees, job seekers, employers, service providers, training institutions, community organizations, and other governmental, civic, labor, and public groups.
