This is mid-level professional and technical work in partner specialization, employer relations, and/or other specialized program functions with the Missouri Division of Workforce Development.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

One or more years of experience as a Workforce Development Specialist I with the Missouri Division of Workforce Development.

OR

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Psychology, Sociology, Social Work, Labor Economics, Education, Business, Personnel, or Public Administration, or a closely related field; and,

One or more years of professional or technical experience in social service, education, job placement, community organization, or a closely related area; or in business, personnel, or public administration involving responsible public contact; or military experience (at the E-5 level or above) with primary responsibility in recruiting or personnel administration involving interviewing, selection, classification, job placement, or career counseling.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for the required experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)

Special Requirements

Ability to obtain/possess Workforce Development credentialing as established by the Missouri Department of Economic Development, Division of Workforce Development.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Provides partner specialization work in a one-stop career center, or performs work of comparable responsibility in the central office.

Provides staff training, program management, and partner education and training; analysis and evaluation of job seeker barriers to employment; establishment of effective working relationships with local partners and area employers.

Researches potential partner service providers by reviewing information relating to their organization and attending inter-agency and Workforce Investment Board meetings.

Provides initial training and continual mentoring of staff in a small (Level II), medium or large one-stop career center relating to services provided by various partner agencies within the one-stop delivery system (e.g., Department of Social Services, Department of Elementary & Secondary Education, Workforce Investment Board.)

Provides functional supervision of specialized workforce development activities involving programs such as veterans, mature workers, disabled and/or disabilities, or job seekers with employment barriers.

Participates in staff training relating to interviewing techniques, responding to customer and employer needs, and job development and placement functions.

Analyzes and evaluates program operations for achievement of objectives.

Contacts employers to identify their labor needs and problems; develops a plan of service.

Participates in developing and implementing a public relations program that promotes the mission and vision of the Division of Workforce Development; addresses community organizations and civic clubs to inform them of workforce development programs and services.

Administers, scores, and interprets tests that measure job seeker aptitudes and interests.

Exercises independence in the performance of responsibilities; receives general administrative direction from a Workforce Development Supervisor or other administrative staff.

Performs other related work as assigned.

Intermediate knowledge of current local employment conditions and business practices in the public and private sectors.

Intermediate knowledge of state and federal laws and regulations governing workforce development programs and activities.

Intermediate knowledge of the principles, practices, and techniques of vocational guidance and counseling, and individual and group testing/appraisal.

Ability to plan and evaluate employment programs and services.

Ability to interpret and apply complex operating instructions, state and federal regulations, and department and division procedures.

Ability to establish and maintain effective working relationships with other employees, job seekers, employers, service providers, training institutions, community organizations, and other governmental, civic, labor, and public groups.

Ability to communicate effectively and present information in a clear and concise manner.
