This is professional and technical supervisory work in the direction of workforce development services in a medium-size one-stop career center, or work of comparable responsibility in the central office of the Missouri Division of Workforce Development.
Manages workforce development programs; functions as a technical expert relating to program services.
Supervises, evaluates, and assigns duties to staff in a medium-size one-stop career center with responsibility for eight to thirteen full time employees engaged in all phases of workforce development functions, such as: interviewing, job placement, partner education, employer contacts, and job seeker counseling; performs difficult workforce tasks in the one-stop career center.
Supervises a unit in the central office responsible for specialized activities.
Provides partner education and training; oversees training and mentoring of career center staff in a medium-size career center regarding services provided by various partner agencies within the one-stop delivery system (e.g., Department of Social Services, Department of Elementary & Secondary Education, Workforce Investment Board).
Oversees and evaluates staff training requirements relating to interviewing techniques, responding to customer and employer needs, and job development and placement procedures.
Implements and adapts division programs, policies, and procedures for local area needs.
Develops and implements a public relations program that promotes the mission and vision of the Division of Workforce Development; addresses community organizations and civic clubs to inform them of workforce development programs and services.
Analyzes and evaluates program operations for achievement of objectives.
Prepares and maintains records and reports.
Consults with supervisors on matters involving operation policy and procedures; adjusts unit operations to accommodate policy or procedural changes.
Receives general supervision from a Workforce Development Supervisor or other administrative supervisor; exercises independence and initiative in the performance of duties within established guidelines.
Performs other related work as assigned.
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)
One or more years of experience as a Workforce Development Supervisor I with the Division of Workforce Development.
Two or more years of experience as a Workforce Development Specialist II with the Missouri Division of Workforce Development.
Three or more years of experience as a Workforce Development Specialist I with the Missouri Division of Workforce Development.
A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Psychology, Sociology, Social Work, Labor Economics, Education, Business, Personnel, or Public Administration, or a closely related field; and,
Three or more years of professional or technical experience in social service, education, job placement, community organization, or a closely related area; or in business, personnel, or public administration involving responsible public contact; or military experience (at the E-5 level or above) with primary responsibility in recruiting or personnel administration involving interviewing, selection, classification, job placement or career counseling.
(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for the required experience at a rate of 24 earned graduate credit hours for one year of experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required college education.)
Ability to obtain/possess Workforce Development credentialing as established by the Missouri Department of Economic Development, Division of Workforce Development.

Ability to establish and maintain effective working relationships with other employees, job seekers, employers, service providers, training institutions, community organizations, and other governmental, civic, labor, and public groups.
Ability to communicate effectively and present information in a clear and concise manner.
