This is administrative and management work planning, directing, analyzing, and coordinating law enforcement programs and services. Work involves all aspects of law enforcement including the power of arrest and search and seizure authorized in the Revised Statutes of the State of Missouri.

(This classification is part of the broad-banded management service.)

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Police Science, Criminal Justice, Law Enforcement, Sociology, Psychology, or a closely related field; and,

Four or more years of experience as a certified law enforcement officer with the power of arrest.

(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned graduate credit hours for one year of experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Special Requirements

Ability to be certified as a commissioned peace officer in accordance with the requirements established by the State of Missouri.

Ability to pass a background investigation administered by the employing agency prior to appointment.

Ability to pass a medical and visual examination with eyesight corrected to 20/40, physical fitness evaluation, and/or psychological evaluation as prescribed by the employing agency after a conditional offer of employment is made.

Possession of a valid Missouri vehicle operator’s license at the time of appointment.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Directs or assists in planning, developing, and administering law enforcement programs or services; enforces state laws and related rules and regulations by use of warnings, citations, and custodial arrests for the assigned area of responsibility.

Directs or assists administrative personnel in developing and managing policies and/or programs in the assigned area of responsibility; reviews and/or revises programs to ensure compliance with laws, regulations, and policies.

Assists in directing the development and implementation of departmental planning issues; conducts special studies to evaluate new and existing organizations, policies, procedures, and practices.

Selects, trains, supervises, and evaluates staff.

Participates in developing, implementing and/or interpreting new or revised program, department, or legislative initiatives.

Participates in conferences, training sessions, and meetings related to law enforcement.

Participates in developing budget requests; monitors expenditures according to budget allocations/appropriations; recommends and/or initiates cost saving measures.

Negotiates or administers contracts, grants, and cooperative agreements with federal, state, local, and community organizations; serves as a liaison and/or representative for the assigned area of responsibility.

Performs the work of line law enforcement staff as needed, with the power of arrest and search and seizure authorized in the Revised Statues of the State of Missouri.

Exercises considerable initiative and judgment in planning and carrying out assignments; receives general administrative direction; work is reviewed through conferences, reports, and evaluation of operational results.

Performs other related work as assigned.

Ability to analyze and evaluate policies and operations, and formulate recommendations.

Ability to provide leadership and supervision to professional, technical, and clerical staff.

Ability to adapt to change, provide program management, and achieve results.

Ability to develop short and long-range plans to meet established objectives and contribute to the goals and mission of the agency.

Ability to communicate effectively, to recognize color differences, and to hear verbal and radio communications.

Ability to maintain law enforcement certification and related licenses required to perform the assigned job responsibilities.

Ability to display proficiency in physical arrest tactics and firearms usage.

Ability to administer emergency first aid and Cardiopulmonary Resuscitation (CPR).

Ability to establish and maintain effective working relationships with department officials, legislators, staff associates, and the general public.
