This is senior-level administrative, managerial, and supervisory work planning, directing, analyzing, and coordinating the manufacturing, marketing, sales, distribution, and quality control operations of the Vocational Enterprises Program products and services.
(This classification is part of the broad-banded management service.)
Directs or assists in the overall planning, implementation, and evaluation of Vocational Enterprises manufacturing and service operations to include research and product development, production methods, material costs, and quality control; assists in the development and implementation of departmental planning issues.
Directs, or assists in the direction of, marketing and sales activities such as sales trends analyses, research of retail outlets for products and services, and development of promotional aides which includes sales brochures, catalogs, and product shows.
Directs or assists administrative personnel in policy development, program planning, and coordination of assigned programs; assists in the evaluation of policy and/or organizational changes and new programs.
Confers with the Advisory Board of the Vocational Enterprises Program and agency administrators to develop and evaluate long-range and diversified vocational enterprise programs.
Reviews and/or revises programs to ensure compliance with laws, regulations, policies, plans, and procedures.
Selects, trains, directs, and evaluates staff in areas of assigned responsibility.
Participates in the development, implementation, and/or interpretation of new or revised program, department, or legislative initiatives.
Participates in the development of budget requests; monitors expenditures according to budget allocations/appropriations.
Directs, or assists in the direction, preparation, and analysis of reports utilized in the operation of Vocational Enterprises manufacturing and service programs.
Participates in conferences, training sessions, and meetings relating to areas of assigned responsibility.
Exercises considerable independence and initiative in the performance of responsibilities; receives general administrative direction through conferences and reports.
Serves as liaison for the areas of assigned responsibility; addresses federal, state, local, and community organizations, and other interested groups pertaining to the assigned programs.
Negotiates and/or administers contracts, grants, and cooperative agreements with federal, state, local, and community organizations.
Performs other related work as assigned.
(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.) This may include specialized and/or additional education, experience, and/or licensure/certification not stated in the minimum qualifications.)
A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Manufacturing or Industrial Engineering, Industrial Management, Marketing, Business Administration, or a closely related field; and,
Three or more years of experience in manufacturing or service enterprises, industrial or plant engineering, marketing, commercial sales (other than retail or route sales ), or small business management.
(Earned graduate credit hours from an accredited college or university in the specified areas may substitute on a year-for-year basis for a maximum of two years of the required experience at a rate of 24 earned credit hours for one year of experience.)
(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the required education.)

Intermediate knowledge of the principles, practices, and techniques of marketing, sales, and management.
Intermediate knowledge of governmental budgeting, fiscal management, grants, and contract management.
Intermediate knowledge of specifications and standards applicable to products and services used in governmental and non-profit agencies.
Ability to provide leadership and supervision to professional, technical, and clerical staff.
Ability to develop short and long-range plans that meet established objectives and contribute to the overall goals and mission of the agency.

Ability to review, analyze, interpret, and/or prepare federal and state laws, rules, regulations, policies, and procedures related to the assigned program.
Ability to establish and maintain effective working relationships with departmental officials, legislators, vendors, staff associates, customers, and the general public.
