This is administrative and management work in the direction, planning, coordination and analysis of utility regulatory activities.
This classification is found in the broadbanded management service. An employee in this class is responsible for directing or assisting in the overall planning, direction and coordination of activities related to the regulation of investor-owned utility industries such as telecommunications, electric, steam, natural gas, water, sewer or manufactured housing. Responsibilities may be in such areas as engineering construction and safety design evaluations, financial and management analysis, tariff preparation and review, rate-making and service issues affecting quality or cost of service. Positions have program management and decision-making authority, and usually have policy, planning, budget and/or supervisory responsibilities. Direction is received from a designated administrative superior who reviews work through conferences, reports, and evaluation of operational results; however, the employee is expected to exercise considerable initiative and judgment in planning and carrying out assignments.

Four years of professional experience in engineering construction and safety design evaluations, financial and management analysis, rate-making or service issues in a utility or regulatory environment or in utility management; and graduation from an accredited four-year college or university with a Bachelor’s degree in finance, accounting, economics, business, public administration or in civil, electrical, mechanical, structural, nuclear, industrial or engineering management with the curriculum approved by the Accreditation Board for Engineering and Technology. (Graduate work in the specified areas may be substituted on a year-for-year basis for a maximum of two years of the stated experience. Additional qualifying experience may be substituted on a year-for-year basis for deficiencies in the stated education.)

Directs or assists in the overall planning, development and administration of utility regulation in such areas as industry financial and management analysis or auditing, manufactured housing standards, energy (gas and electric) management, construction and safety investigations, telecommunication services, or water and sewer services; assists in the direction of the development and implementation of departmental planning issues.
Develops and provides staff testimony at regulatory or legislative hearings; assists attorneys in hearing preparation; participates in negotiations during settlement discussions.
Evaluates prudency of a utility’s financial decisions and overall stability; reviews proposals affecting rates, debt, mergers, acquisitions, new enterprises and other management actions, and formulates findings and recommendations.
Directs the analysis and evaluation of data and forecasting of subscriber demands and projected distribution, traffic or service to determine type, size and quantity of equipment required or production cost models.
Coordinates complex regulatory activities with the Federal Communications Commission (FCC), the Federal Energy Regulatory Commission (FERC), U.S. Department of Energy (DOE), Department of Natural Resources (DNR) and/or other affiliated agencies; serves as liaison to the National Association of Regulatory Utility Commissioners (NARUC) and related organizations.
Evaluates position papers, methodologies or standards emanating from utility-funded research and development organizations to determine their relevance or adequacy.
Directs or assists administrative personnel in general management aspects of policy development and program planning and coordination as related to assigned responsibilities; assists in the evaluation of the effect of policy and/or organizational changes and new programs.
Reviews and/or revises programs in area of responsibility to ensure compliance of operations with laws, regulations, policies, plans and procedures.
Selects, trains, directs and evaluates staff in area of assigned responsibility.
Participates in the development, implementation or interpretation of new or revised program, departmental or legislative initiatives.
Participates in conferences, training sessions and meetings relating to areas of assigned responsibility.
Participates in the development of budget requests and the monitoring of expenditures according to budget allocations/appropriations and recommends and/or initiates cost saving measures.
Conducts investigations, institutes special studies, and prepares and/or reviews reports and related information to evaluate existing organizations, policies, procedures, and practices as related to the assigned program.
Represents and/or serves as a liaison for the assigned area of responsibility; maintains contact, cooperates with, and addresses federal, state, local, and community organizations and other interested groups pertaining to the assigned programs.
Negotiates or administers contracts, grants, and cooperative agreements with federal, state, local, and community organizations.
Performs other related work as assigned.
Thorough knowledge of the background, philosophy, mission and objectives of the agency and the legislative and regulatory process.
Thorough knowledge of specific utility industry (telecommunications, gas, water and sewer, steam, electric, and manufactured housing), including environmental issues, safety, rates and daily operations.
Thorough knowledge of auditing, accounting, financial, engineering and economic principles used in rate structure determination.
Thorough knowledge of capital markets, credit rating practices and corporate finance.
Considerable knowledge of governmental budgeting, fiscal management, and grants and contract management.
Working knowledge of word processing, spreadsheets and database software packages.
Ability to testify as an expert witness under cross-examination.
Ability to establish and maintain working relationships with utility representatives, state and federal regulators, departmental officials, legislators, staff associates, the general public and others.
Ability to review, analyze, interpret and/or prepare federal and state laws, rules, regulations, policies and procedures as related to the assigned program.
Ability to communicate effectively.
Ability to work with mathematical statistics, probability and application, statistical inference and econometrics.
Ability to provide leadership and supervision to professional and technical staff.
