This is professional work in coordinating the statewide operations of the Military Funeral Honors Program.

 

 

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

A Bachelor’s degree from an accredited college or university; and,

Two or more years of experience in one or more of the areas described below

(A combination of education from an accredited college or university and experience described may substitute for the stated qualifications.)

Special Qualifying Experience
  1. Experience as a Military Funeral Honors Area Coordinator, Military Funeral Honors Area Supervisor or in a U.S. Military leadership position as a Senior Non-commissioned Officer or Field Grade Officer.

  2. Professional or technical employment, of which the major duties involved coordinating the statewide operation of a program.

  3. Public relations work requiring supervisory skills, close public contact and interaction with the media and community organizations.

Special Requirements

1. Ability to pass initial and periodic background investigations, indicating no felony convictions or misdemeanor domestic violence convictions {per Title 18 U.S. Code Section 922}.

2. Possession of a valid vehicle operator’s license.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Coordinates, on a statewide basis, the fulfillment of requests for Military Funeral Honors ceremonies for deceased Missouri veterans.

Drafts, reviews, and revises all program policies and Standard Operating Procedures (SOPs) in coordination with the Program Director to achieve program goals.

Develops and coordinates program training requirements and exercises for performance of Military Funeral Honors ceremonies, in compliance with national authorities.

Establishes systems/databases to identify and track the level of support and fiscal cost associated with each ceremony provided.

Assists the Program Director in developing annual budget requests; participates in budget management and fiscal control functions to ensure compliance with applicable state funding guidelines.

Receives requests for Military Funeral Honors support, verifies eligibility and assigns appropriate honors ceremony providers.

Evaluates the performance of veterans’ organization honors teams; approves certifications; maintains accurate records of all state certified organizations.

Participates in evaluation studies to determine the effects of operations and the need for revisions or additions to the Standard Operating Procedures (SOPs).

Prepares and conducts program briefings and/or presentations for state and national government groups and civic organizations as requested.

Performs other related duties as assigned.

Comprehensive knowledge of applicable military regulations, policies and directives for Military Funeral Honors ceremonies.

Comprehensive knowledge of military drill and ceremony techniques.

Comprehensive knowledge of the methods and techniques used in preparing and presenting training programs.

Intermediate knowledge of business and office management practices, financial record keeping and budget preparation.

Ability to establish and maintain effective working relationships with the media, veterans’ organizations, the National Guard, funeral directors, and the public.

Ability to plan and organize work activities to achieve established program objectives.

Ability to prepare and make informational presentations regarding the Military Funeral Honors Program.

Ability to maintain accurate records and prepare complex reports.

Ability to communicate clearly and effectively.

Ability to travel extensively in the performance of assigned duties.

Ability to work irregular hours.
