This is entry-level liquor control law enforcement work within an assigned territory of the state for the Department of Public Safety.

An employee in this class is responsible for the enforcement of state liquor control laws and regulations in an assigned geographical territory within a district of the Division of Liquor Control. Work involves processing applications for new licenses and annual renewals, conducting periodic inspections of licensed establishments, investigating and documenting alleged liquor law violations, collecting and preserving evidence, and testifying in criminal cases. Work also involves responding to inquiries from the public; making presentations to law enforcement agencies, schools and civic groups; and conducting training seminars for licensees and their employees. General supervision is received from a District Supervisor (Liquor Control); however, the employee exercises initiative and independent judgment in the performance of assigned responsibilities within established policies and procedures.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers. When practical and possible, the Division of Personnel will accept substitution of experience and education on a year-for-year basis.)

Two years of experience as a law enforcement officer with the power of arrest; and possession of a high school diploma or proof of high school equivalency. (College coursework with specialization in police science, criminal justice, law enforcement or closely related areas may be substituted on a year-for-year basis for the stated experience.)

Special Requirements

Ability to pass a background investigation administered by the Missouri Division of Liquor Control prior to the appointment.

Ability to be certified as a commissioned peace officer in accordance with the requirements established by the State of Missouri.

Must be at least 21 years of age at the time of commissioning.

Possession of a valid Missouri vehicle operator’s license.

Job Duties

Enforces state liquor control laws and regulations in an assigned geographical territory.

Processes applications for new licenses for the sale of alcoholic beverages and annual renewals for licensed establishments; reviews attached documentation for completeness, runs computerized background checks, performs on-site inspections, prepares descriptions of areas to be licensed, sends material to supervisor for review and submission to central office for approval/denial of license.

Conducts periodic on-site inspections of licensed establishments to monitor compliance with state liquor control laws and regulations; ensures that required licenses are properly displayed; gathers information regarding changes of ownership, legal description and/or corporate structure; disseminates information and discusses issues of concern with licensees.

Investigates assigned complaints of alleged liquor law violations; performs undercover work by posing as a patron of a licensed establishment to observe underage customers purchasing and/or consuming alcoholic beverages; documents violations and issues citations.

Performs surveillance of licensed establishments suspected of liquor law violations; observes, detains and requests identification from customers who appear to be underage; questions employees regarding illegal sales; documents violations and issues citations.

Cooperates with other law enforcement agencies in investigations of illegal activities involving licensed establishments.

Participates in conducting events funded by federal alcohol safety awareness and preventative grant programs.

Collects, identifies and preserves evidence following chain of custody procedures.

Testifies in criminal cases related to alleged liquor law violations.

Makes presentations to law enforcement agencies, schools and civic groups.

Conducts training seminars for licensees and their employees regarding procedures for checking customers’ identifications, methods for determining if customers are intoxicated, acceptable hours of business operation, penalties for violations and related issues.

Responds to inquiries from the public regarding liquor control laws and regulations, licensing procedures and related issues.

Participates in periodic evaluation and retraining sessions in the use of firearms, nonlethal weapons and arrest tactics to maintain required certifications.

Plans and schedules work activities to achieve established goals.

Prepares and submits inspection and violation reports, work logs, expense accounts and related forms.

Performs other related work as assigned.
