This is specialized technical work conducting field inspections to ensure the registration and conformity of non-exempt boilers and pressure vessels to statutes, rules, regulations, and codes for the Department of Public Safety.
Applicants must meet one of the following eligibility requirements:
(The following requirements will determine merit system eligibility, experience and education ratings, and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Five or more years of experience in the construction, maintenance, repair, operation and/or inspection of high-pressure boilers and pressure vessels; and possession of a high school diploma or proof of high school equivalency; and,
Possession of current certification from the National Board of Boiler and Pressure Vessels commission.
Ability to obtain state boiler and pressure vessel inspector’s certification within a specific timeframe established by the Division of Fire Safety.

Performs inspections of boilers (high and low pressure), water heaters, steam-generating objects, and pressure vessels within a geographic area, ensuring safety and compliance with state statutes, regulations, rules, and codes enforced by the Division of Fire Safety.
Examines external and internal parts for proper installation, corrosion, metal thinning, leaks, oxygen and carbon monoxide levels, installation and operation of safety valves, maximum allowable working pressure, and other established criteria; documents and provides notification of deficiencies and needed repairs; conducts follow-up inspections to ensure necessary repairs have been made; reports instances of continued non-compliance; conducts requested courtesy inspections of exempt objects (e.g., antique or hobby steam boilers).
Locates unregistered boilers and pressure vessels; educates owners and occupants of the location regarding boiler and pressure vessel registration and safety requirements.
Conducts informational seminars and provides technical assistance to builders, professional engineers, boiler owners/operators, fire departments, insurance agencies, city inspectors, maintenance personnel, and other interested parties regarding state requirements for safe methods of installing, maintaining, and repairing boilers and pressure vessels.
Maintains records and completes inspection, investigative, and related reports and correspondence.
Investigates accidents, failures, and/or fires involving boilers or pressure vessels; documents findings through notes, sketches, measurements, and/or photographs; prepares and submits initial and comprehensive investigative reports.
Receives intensive initial and periodic in-service training to ensure proper and current knowledge of boiler/pressure vessel design, construction, operation, and maintenance; pertinent engineering principles; algebra, geometry, trigonometry, and related mathematical skills for necessary computations and calculations; OSHA, ASME, and National Board codes and regulations; state statutes and regulations governing the installation, use, and inspection of non-exempt vessels; and related inspection techniques and reports.
Assists in orienting and training new inspection staff.
Completes assignments with considerable independence; receives general direction from a Public Safety Manager or other administrative supervisor through reports, conferences, staff meetings, training, technical updates, and consultative personal contact.
Performs other related work as assigned.
Comprehensive knowledge of state laws, regulations, and rules related to the use, construction, installation, and repair of boilers and pressure vessels.
Comprehensive knowledge of American Society of Mechanical Engineers and Boiler Pressure Vessel (ASME/BPV) codes and National Board Inspection Code.
Comprehensive knowledge of boiler and pressure vessel design, fabrication, maintenance, and repair standards and procedures.
Comprehensive knowledge of applicable occupational hazards and safety precautions.
Ability to apply essential geometry, trigonometry, algebra, and related mathematical formulas and skills to perform engineering calculations and conduct inspections.
Ability to utilize a variety of tools including but not limited to ammeters, thickness meters, infrared thermometers, gauges, micrometers, calipers, wrenches, sockets, and safety gear.
Ability to establish and maintain effective working relationships with the public, boiler operators, repair personnel, and safety directors.
Ability to travel extensively in the completion of work assignments.
Ability to work in an environment that may include factors such as heat, dust, noise, dampness, hazardous materials, heights, and confined spaces.
