Definition

This is professional and supervisory work coordinating and overseeing community-based services for individuals with mental illness, developmental disabilities, and/or substance abuse behaviors.

Job Duties

Supervises mental health professionals in developing, implementing, monitoring, and coordinating community-based mental health services which may include case management, assessment, crisis management, and/or apartment or group home living.

Directs the operation of a community-based apartment or group home for individuals with mental illness, developmental disabilities, and/or substance abuse behaviors and supervises professional, technical, direct care, and support staff assigned to an apartment or group home.

Participates in the development of individual treatment and rehabilitation plans which improve clients’ quality of life; completes periodic evaluations and assessments of client progress/needs.

Monitors and reviews services, interventions, and contacts with clients to ensure services are being implemented according to plans; evaluates the effectiveness and appropriateness of services in achieving tangible outcomes in areas such as housing, employment, education, leisure activities, and social relationships.

Confers with staff and guardians and family (when appropriate) in developing, assessing, and modifying program services to meet the needs of the client population.

Coordinates services with community and mental health service providers in order to obtain needed services for clients and to improve and maintain the quality of those services.

Authorizes the provision of specific services to clients based on need and program criteria; monitors the billing of services.

Assists in developing policies and procedures related to the implementation of program services.

Trains program staff in their job duties and on program policies/procedures; assists staff in completing any assignments necessary in the day to day operation of a group home or apartment program.

Prepares monthly and periodic reports and maintains accurate records regarding client care and treatment delivery.

Exercises considerable independent judgment; receives general administrative supervision.

Performs other related duties as assigned.

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Psychology, Social Work, Sociology, Counseling, Nursing, Adjunctive Therapy, Education, or a closely related field; and,

Four or more years of professional experience in mental health, substance abuse, social services, rehabilitation, or education, including one or more years working with persons with mental illness, developmental disabilities, and/or substance abuse behaviors and serving in a supervisory capacity.

(24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for the required education and one year of the required general experience.)

(A Master’s degree from an accredited college or university in the specified fields may substitute for the required education and two years of the required general experience.)

Comprehensive knowledge of the problems encountered by persons with mental illness, developmental disabilities, and/or substance abuse behaviors when residing in the community and learning to access community resources.

Intermediate knowledge of methods and modalities to treat mental illnesses and substance abuse.

Intermediate knowledge of legal requirements and court procedures related to the treatment of mental illnesses, developmental disabilities, and/or substance abuse behaviors.

Intermediate knowledge of supervisory and training techniques and practices used in a mental health setting.

Ability to plan, supervise, and evaluate the work of professional, technical, direct care, and/or support staff.

Ability to develop, coordinate, and evaluate services within assigned programs.

Ability to establish and maintain effective working relationships with staff and community agencies serving clients with mental illnesses, developmental disabilities, and/or substance abuse behaviors.

Ability to communicate effectively and complete accurate reports.
