Definition

This is senior-level professional work for the Missouri Department of Health and Senior Services involving planning, development, evaluation, implementation, technical assistance, monitoring, and quality assurance of programs serving seniors and disabled adults.

Job Duties

Prepares and finalizes case management and adult protective services policies for review by Division Administration.

Conducts and analyzes survey results and provides detailed reports; conducts special research projects pertaining to authorization, assessment, and/or delivery of Home and Community Based Services, waiver administration, and other states’ practices in an effort to enhance service delivery.

Participates as a member of a project team in the development and maintenance of information technology (IT) systems; coordinates communication between IT and program staff to ensure that systems incorporate program regulations and reporting requirements.

Reviews and analyzes state and federal regulations and proposed and adopted legislation to determine the impact on programs and services; develops recommendations for the agency's response or recommends a plan for implementation.

Develops and revises policies, procedures, guidelines, instructions, manuals, and forms for the implementation and operation of new and modified programs involving specific subsets of the total client population such as Adult Protective Services, Non-Medicaid Eligible, Money Follows the Person Grant, Senior Community Services Employment Program, Ombudsman Program, Senior Health Programs, State Plan, and Waivers.

Develops recommendations and assists in the development of plans for the design of new programs and the modification of existing programs and services.

Collects and maintains data and program statistics in order to identify issues, problems, and trends; conducts special research projects.

Evaluates new and modified program operations to determine the effectiveness of implemented policies and procedures; identifies alternatives and strategies for improvement of services.

Provides technical assistance to staff and providers regarding program requirements and interpretation of laws, regulations, policies, and procedures.

Prepares and presents training materials for staff, providers, and volunteers regarding policies, procedures, and program issues.

Represents the agency and participates in meetings, task forces, conferences, and training sessions.

Provides assistance to management; assumes leadership role for designated program or special project activities.

Exercises independence and initiative in the performance of responsibilities under general administrative direction; work is reviewed through conferences and evaluation of reports.

Performs other related work as assigned.

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as an Aging Program Specialist I with the Missouri Uniform Classification and Pay System.

OR

Three or more years of experience as an Adult Protective and Community Worker II, Children’s Service Worker II, Social Service Worker II, Long-Term Care Specialist, Adult Protective and Community Supervisor, or Children’s Service Supervisor with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university in Gerontology, Public or Business Administration, Health Services Management, Health Care Administration, Human Development and Family Studies, Community Planning and Development, Education, Social Work, Psychology, Sociology, Nursing, Criminal Justice, Counseling, Human Resources, Public Health, or closely related behavioral or social sciences; and,

Three or more years of professional experience in planning, developing, evaluating, implementing, and monitoring protective services programs or policies or the delivery or coordination of medical, mental health, or rehabilitative services targeted to seniors or disabled adults, children, or families in a public or private agency.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required experience. A Master's degree from an accredited college or university in the specified areas may substitute for two years of the required experience.)
