Definition

This is professional administrative work planning, directing, and coordinating administrative support services of substantial scope and complexity in a regional center providing direct and contracted services for clients of the Missouri Department of Mental Health.

Job Duties

Manages and supervises all administrative support services including fiscal control, procurement, contract administration, personnel, facility operations, reimbursement, data processing, and other related support services; coordinates these activities in support of client services provided by staff and/or approved vendors.

Negotiates contractual vendor agreements for the provision of services, monitors contracts, and provides functional supervision to vendor staff.

Administers grants and reviews for completeness, accuracy, and conformance with procedures, regulations, and policies; monitors the performance of support and client service vendors, contractors, and lessors to ensure compliance with the terms of contractual agreements.

Participates as a member of the management team and serves as staff advisor to the center director and other professional personnel in such areas as: long-range planning; policy development; coordination of operating unit budget requests; preparation of the facility budget; assistance with the presentation of the budget to departmental and state officials; and establishment of budgetary controls to ensure conformance with appropriations.

Provides technical assistance and training relating to contract compliance, recordkeeping, budget management, and other administrative procedures to purchase-of-service contractors, community placement agencies, and interested local governmental agencies.

Coordinates the design, installation, and operation of data processing and information systems for the improvement of operations and management decision making process.

Manages the facility's personnel functions and advises the center director on all personnel matters; assists in the recruitment, selection, and training of staff.

Reviews all purchases, contracts, and operating requirements of the facility; reviews and analyzes associated costs and expenditures; ensures compliance with established policies, procedures, and contract stipulations.

Exercises independent judgment and initiative within established guidelines; work is reviewed by the center director for conformance to directives and attainment of objectives.

Performs other related work as assigned.

These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor's degree from an accredited college or university with a minimum of 15 earned credit hours in one or a combination of the following: Accounting, Personnel Administration, Public or Business Administration, or closely related fields; and,

Three or more years of technical or professional experience in accounting, fiscal administration and budgeting, public or personnel administration, business management, or closely related areas, including one or more years in a supervisory, administrative, or management capacity.

(24 earned graduate credit hours from an accredited college or university in the specified areas may substitute for one year of the required general experience.)
