This is supervisory and administrative work directing the operations of a multifaceted security program for a state facility or office building complex.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statements; no other substitutions will be permitted. These minimum qualifications may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers)

One or more years of experience as a Security Officer III with the Missouri Uniform Classification and Pay System.

OR

Two or more years of experience as a Security Officer II with the Missouri Uniform Classification and Pay System.

OR

Four or more years of experience in public, private, civilian, or military security, law enforcement, or experience within an intermediate/maximum security mental health facility performing security functions, including two or more years in a supervisory capacity; and, possession of a high school diploma or proof of high school equivalency.

(Earned credit hours from an accredited college or university, technical, or military school may substitute on a year-for-year basis for the stated general experience at a rate of 30 earned credit hours or 480 clock hours for one year.)

Special Requirements

By assignment, a position may require successful completion of a physical agility test administered by the hiring agency prior to employment.

By assignment, a position may require the ability to secure a license to carry firearms.

By assignment, a position may require possession of a valid vehicle operator’s license.

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Directs total security operations in a state facility or office building complex with significant scope and substantial security needs.

Trains, supervises, and evaluates security staff; develops and directs continuous in-service training programs.

Serves as liaison with law enforcement agencies regarding security and law violations; represents the facility in court actions resulting from investigated violations.

Initiates investigations and directs special and/or complex investigations; prepares investigation reports for administrative review.

Investigates and takes necessary action in cases of security violations in accordance with rules and regulations.

Reviews and evaluates staff reports; provides advice and assistance to improve effectiveness and clarity of reports.

Participates in the formulation and implementation of all fire, safety, and disaster plans.

Maintains a visitor and employee control and identification systems.

Administers a lock and key control system.

Participates with other facility personnel to maintain adequate security coverage, develops operating procedures, and assures that all necessary precautionary measures are taken for the protection of individuals and property.

Dispatches facility vehicles; arranges for repairs and vehicle maintenance.

Exercises considerable discretion in the performance of daily tasks and in emergency situations; work is reviewed through evaluation of security staff performance and effectiveness of programs under general administrative direction.

Performs other related work as assigned.

Key Skills

Comprehensive knowledge of facility security programs including their planning, implementation, and control.

Comprehensive knowledge of general law enforcement methods and procedures dealing with individuals and groups.

Comprehensive knowledge of laws and statutes as they apply to security operations in a state facility.

Ability to plan, develop, implement, and maintain a large and complex security program.

Ability to train, supervise, and evaluate security staff.

Ability to exercise a high degree of initiative and judgment and act quickly and responsibly in emergency situations.

Ability to prepare detailed reports.

Ability to be firm but tactful in the performance of duties.

Ability to communicate effectively, meet the public, respond to questions, and furnish information.

Ability to establish and maintain effective working relationships and coordinate the security program with outside agencies.
