Definition

This is advanced professional and/or supervisory work in the Division of Child Support Enforcement.

An employee in this class is responsible for planning, supervising and evaluating the child support enforcement activities in a field office; serving as an assistant to a Social Services Manager in the overall direction of the assigned region; assisting in the administration of the Parent’s Fair Share program in a geographic area; or supervising a specialized program area. Responsibilities include overseeing budget expenditures, operating procedures, personnel actions, program and policy implementation, staff supervision, and community outreach activities. Work also includes liaison activities with circuit clerks and prosecuting attorneys, central office administrative and legal staff, and other state, local and federal agencies. Work is performed under the general supervision of a Social Services Manager or other administrative supervisor; however, the employee is expected to exercise significant independence in the execution of assigned duties.

Job Duties

Serves as an assistant to the Social Services Manager in the overall direction of an assigned region.

Supervises, coordinates and/or assists in the administration of the Parents’ Fair Share program in assigned geographic area.

Supervises and coordinates specific program area(s) within the Division of Child Support Enforcement.

Supervises a field office providing services to designated counties.

Explains and interprets the child support policies, procedures, and federal and state laws, rules and regulations to agency staff; offices of circuit clerks, prosecuting attorneys; and interested groups.

Assists in the development and implementation of new agency policies and procedures and identifies necessary revisions to existing policies and procedures.

Prepares and makes presentations to community groups, division staff, and other governmental agencies promoting the benefits of the Parents' Fair Share program and/or child support program.

Evaluates cases by reviewing records, reports, court orders, payment records, etc., to identify problems and improve office and/or regional operations.

Develops budget and staffing proposals.

Identifies and coordinates with community service agencies to meet the needs of the Parents’ Fair Share program.

Serves as a liaison to other state, federal, local and private agencies that are involved with the child support program.

Authorizes use of legal remedies for civil action and enforcement remedies in efforts to obtain and/or enforce court orders.

Analyzes divisional program activities, makes recommendations for program policy and procedure changes, and assists with implementation of changes.

Travels, as necessary, to attend meetings related to child support issues.

Prepares and analyzes reports to evaluate office, region and/or program operations.

Performs other related work as assigned.

(The following minimum qualifications will determine merit system eligibility. One year as a Child Support Enforcement Supervisor in the Division of Child Support Enforcement.

OR

Four years of professional employment in resource, financial or legal investigation, child support enforcement, or closely related areas, including one year in a supervisory, administrative, consultative or training capacity; and graduation from an accredited four-year college or university with specialization in accounting, business or public administration, education, behavioral/ social science or closely related areas. (Graduate work in the areas listed may be substituted on a year-for-year basis for the stated general experience.)

Considerable knowledge of federal and state laws, program policy and procedures, and their applicability to specific child support enforcement cases.

Considerable knowledge of the techniques of investigation, research and resource identification.

Considerable knowledge of the principles and techniques of supervision, public relations, interviewing, negotiation and public administration.

Considerable knowledge of domestic relations laws (e.g., divorce, paternity, child support, etc.), laws governing privacy, security, and release of information, and the legal processes and court procedures utilized in child support cases.

Working knowledge of legal documents, forms, legal correspondence and their proper use in the establishment and enforcement of court orders.

Working knowledge of the principles and techniques of statistical compilation and analysis.

Working knowledge of techniques and principles utilized for input, retrieval and interpretation of data from automated systems.

Some knowledge of business management and organization.

Some knowledge of mathematics used in the calculation of child support arrearages, support obligations and support enforcement fees.

Some knowledge of the Unemployment Insurance program, federal and state tax refund processes, Worker’s Compensation, and their relationship with the Child Support Enforcement Program.

Ability to travel as required for agency business.

Ability to plan, coordinate, supervise and evaluate the work of employees and monitor and evaluate the child support enforcement activities performed by the prosecuting attorneys and circuit clerks in an assigned area.

Ability to communicate effectively with agency staff, attorneys, circuit clerks, judges, custodial and non-custodial parents, and other persons concerned with child support enforcement activities.

Ability to analyze moderately complex statistical data and to present conclusions clearly.

Ability to establish and maintain effective working relationships with government officials, other staff and general public.
