This is senior-level administrative work directing, planning, and coordinating the analysis and/or examination activities of insurance companies to verify acceptable practices and ensure that operations are in compliance with Missouri statutes and regulations.
This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.
Oversees, directs, plans, and coordinates the analysis and/or examination activities of the Insurance Divisions; ensures all activities conform to acceptable standards, practices, or procedures.
Provides consumer protection by developing procedures to assess insurance companies’ solvency and their ability to administer their insurance business in compliance with Missouri law.
Supervises the Examination Managers who oversee investigations/analysis/examinations of insurance companies.
Makes recommendations to the Division and Department Director to identify and resolve or mitigate insurer compliance concerns.
Approves the opening of market conduct investigations of insurance companies.
Initiates settlement conferences or other meetings with insurance companies and works to resolve issues of unlawful practices; consults with legal staff as needed.
Participates in the development of legislation to enhance efficiencies and regulatory processes and improve the consumer protection of the insurance consuming public.
Represents the Department in cooperating with other State’s Insurance Departments and with National Associations.
Ensures that all standards, practices or procedures meet or exceed any certification of accreditation requirements.
Exercises significant independence and initiative in the performance of responsibilities; receives general administrative direction.
Performs other related work as assigned.
(The following minimum qualifications apply to applicant eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement. These minimum qualifications may also be used to evaluate employees for Missouri Uniform Classification and Pay System positions.) (More specific qualifications may be required for particular positions allocated to this class depending on assigned duties and responsibilities.)
A Bachelor’s degree from an accredited college or university; and,
Five or more years of experience at the level of, or comparable to, an Examiner or equivalent professional insurance regulatory experience, including one year in a supervisory capacity.
(A combination of education from an accredited college or university, professional insurance designations, license as an attorney or actuary, and/or experience described may substitute for the stated qualifications and/or special requirements.)
By assignment, an employee may be required to possess designation as a Certified Financial Examiner or Certified Insurance Examiner, as applicable.

Comprehensive knowledge of insurance examination and evaluation processes.
Comprehensive knowledge of state statutes, regulations, standards, and acceptable practices.
Comprehensive knowledge of the National Association of Insurance Commissioners (NAIC) Financial Condition Examiners and Market Conduct Examiners Handbooks.
Ability to meet and attain any designations required for accreditation or certification.
Ability to effectively supervise staff and oversee multiple projects.
Ability to develop a plan and coordinate efforts through completion of project.
Ability to represent the Department to other States and National Associations.
Ability to negotiate corrective action plans.
Ability to travel, including overnight stay.
Ability to establish and maintain effective working relationships.
Ability to communicate effectively.
