This is professional supervisory work directing professional staff in the interpretation and application of established accounting policies, procedures, and regulations.

Job Duties

Plans, develops, coordinates, and evaluates professional accounting staff performing functions related to the processing, approval, and presentation of financial data involving the interpretation and application of accounting policies, procedures, and regulations.

Provides supervision and guidance to professional staff performing accounting functions; plans work schedules, prioritizes assignments and monitors staff progress toward accomplishment of deadlines and objectives; completes performance appraisals.

Selects and trains professional staff, and may also direct technical and other associated staff; reviews and evaluates staff performance for accuracy and compliance with accounting policies, procedures, and regulations; recommends staff for appointment, promotion, disciplinary action, and dismissal.

Determines appropriate action to address unique accounting situations; provides recommendations when managerial approval is required.

Reviews recommendations and reports prepared by professional staff to ensure accounting integrity.

Interprets, explains, and implements revised and new policies to staff, vendors, and others.

Provides recommendations to improve operations and ensure achievement of goals and objectives; assists in the evaluation, modification, and development of policies and procedures.

Prepares, develops, and implements cost allocation plans.

Assists in the preparation of annual budgets and cost projections; prepares detailed budgetary reports based upon projected level of activities and specialized reports in response to management and agency requests.

Attends meetings, seminars, conferences, and other related events representing assigned area(s) of responsibility.

Exercises significant independence and judgment; receives general administrative direction.

Performs other related work as assigned.

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

Two or more years of experience as an Accounting Generalist II or Accounting Specialist I with the Missouri Uniform Classification and Pay System; and possession of a high school diploma or proof of high school equivalency.


A Bachelor’s degree from an accredited college or university with a minimum of 15 earned credit hours in Accounting; and,

Four or more years of professional business or governmental accounting experience including the processing of financial data which requires the interpretation and application of established accounting procedures.

(Business or governmental accounting experience [at or above the level of Accounting Clerk] including the processing of financial data may substitute on a year-for-year basis for deficiencies in the required college education.)

(24 earned graduate credit hours from an accredited college or university which includes three or more earned graduate credit hours in Accounting may substitute for one year of the required experience.)

(A Master’s degree from an accredited college or university which includes three or more earned graduate credit hours in Accounting may substitute for two years of the required experience.)
