This is professional work in coordinating efforts to expand housing options for Department of Mental Health clients in an assigned region.
An employee in this class is responsible for coordinating the efforts of, and providing consultation to, mental health service providers and consumers, local community groups and agencies, and housing developers in the development of affordable, integrated, non-congregate housing for Department of Mental Health clients. Work includes conducting studies of current housing resources; researching and developing housing resources from federal, state and local sources; and, working with the mental health community to make them aware of resources and assisting them in utilizing these resources. The employee works with considerable independence and initiative under the general supervision of a Deputy Director, and work is reviewed for attainment of goals and conformance to overall program plans.
Develops partnerships with housing producers and owners to create better access to affordable rental units.
Provides technical support and training for staff, consumers and providers concerning housing resources and issues in the assigned region.
Provides consultation to groups interested in purchasing or building housing for clients who are mentally ill, developmentally disabled or substance abusers; assists them in establishing not-for-profit corporations, obtaining funding, advocating for zoning law changes, selecting contractors, and in other related areas.
Identifies potential sources for low-cost housing by researching loan foreclosures, bankruptcies, etc.; notifies interested groups of these sources and assists them in the proceedings.
Conducts studies of client housing status; identifies target populations with special housing needs and prepares plans to meet those needs.
Represents the Department of Mental Health and assists other groups involved in low-cost housing development at local government hearings and meetings.
Represents the Department of Mental Health on state, local and not-for-profit organization committees and task forces related to low-cost housing.
Analyzes and makes recommendations on the physical condition of properties and on construction or renovation plans.
Maintains knowledge of financial and physical resources for housing including changes in tax laws and state, federal and local policy and legislation.
Confers regularly with regional and division-level staff to discuss and plan low-cost housing initiatives.
Performs other related work as assigned.
(The following minimum qualifications will determine merit system eligibility. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Five years of professional experience in mortgage loan management, real estate work, housing development, urban/rural redevelopment, housing market analysis or other closely related areas, of which at least two years must have involved supervisory, managerial or consultative experience in developing and/or financing housing; and possession of a master's degree with specialization in business or public administration, finance, economics, urban studies or other closely related areas. (Additional years of general qualifying experience may substitute on a year-for-year basis for the required educational qualifications).

Thorough knowledge of the laws relating to, and the policies of, the Department of Housing and Urban Development and the Missouri Housing Development Commission and other related agencies.
Thorough knowledge of state and federal tax laws related to low-cost housing development.
Thorough knowledge of the various sources of funds which can be used for the construction or renovation of low-cost housing or for the reimbursement of rental payments.
Considerable knowledge of local laws, ordinances and policies regulating housing construction and renovation.
Working knowledge of the goals of the Department of Mental Health and the organization of its service delivery system.
Ability to plan and coordinate low-cost housing development initiatives on a statewide basis.
Ability to consult effectively with other state and local government officials, mental health service providers and other agencies and organizations on low-cost housing issues.
Ability to evaluate the physical condition of properties and construction and renovation plans.
Ability to establish and maintain effective working relationships with other state officials, mental
health service providers, local governments and community organizations, and with mental health advocacy groups.
