This is entry-level professional and technical consultative work in the review of safety and health programs for compliance with workers’ compensation insurance laws and regulations.
An employee in this class receives formal and/or on-the-job training in monitoring and providing technical assistance to workers’ compensation insurance carriers, self-insured employers and third party administrators in the development and implementation of certified safety and health programs as mandated by workers’ compensation law to reduce on-the-job injuries and control associated medical and insurance premium costs. Work involves reviewing safety and health program outlines and conducting on-site inspections of industrial and commercial business operations to determine compliance with occupational safety/health and workers’ compensation laws and regulations, making recommendations to insurers and employers regarding program improvement and hazard elimination, and analyzing statistical reports to monitor injury rates and evaluate program effectiveness. Work also involves providing training on safety and health program requirements and interpreting workers’ compensation laws and regulations for insurance carriers and employers. Close supervision and training are received from the Workers’ Safety Program Manager or other designated administrative superior; however, as experience is gained, supervision becomes more general and the employee exercises increasing independence in the performance of assigned responsibilities.
Receives formal and/or on-the-job training on workers’ compensation laws, regulations and occupational safety/health inspection techniques.
Provides technical assistance to workers’ compensation insurance carriers, self-insured employers and third party administrators in the development and implementation of safety and health programs.
Reviews safety and health program outlines; notifies insurers and employers of necessary areas of program improvement; recommends approval or denial of program certification.
Analyzes statistical injury reports submitted by insurance carriers; calculates frequency and severity rates and experience modification factors; utilizes data to evaluate effectiveness of safety and health programs.
Interprets and explains occupational safety/health and workers’ compensation laws, regulations, recordkeeping and reporting requirements to insurance carriers and employers.
Conducts on-site inspections of industrial and commercial business operations to determine compliance with occupational safety/health and workers' compensation laws and regulations.
Consults with employers on the existence, utilization and/or operating condition of mechanical safety devices, personal safety equipment, workplace ventilation and lighting systems, and overall sanitary conditions of the facility.
Develops, organizes and presents comprehensive company-specific safety education programs.
Participates in closing conferences with management officials to discuss identified hazards; prepares detailed narrative inspection reports with recommendations for hazard elimination.
Plans and schedules work activities to achieve established goals.
Performs other related work as assigned.
(The following minimum qualifications will determine merit system eligibility and may be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
Graduation from an accredited four-year college or university with specialization in industrial safety, industrial hygiene, occupational health nursing, occupational safety, safety engineering, safety administration or a closely related area.

Some knowledge of state and federal laws and regulations pertaining to occupational safety and health, workers' compensation insurance and loss control management.
Some knowledge of the principles and practices of conducting effective safety inspections.
Some knowledge of the standard types of machinery and equipment used in industrial and commercial establishments.
Ability to analyze safety and injury reports and develop recommendations for corrective measures and/or improvements.
Ability to develop, organize and present comprehensive company-specific safety education programs.
Ability to operate a laptop computer, sound-level meters and other safety inspection equipment.
Ability to communicate effectively and to prepare clear and concise reports.
Ability to establish and maintain effective working relationships with insurance company officials, plant managers, safety professionals, employees and the general public.
Ability to travel extensively in the performance of assigned duties.
Ability to read and interpret blueprints.
