This is supervisory professional and technical work in the enforcement of the state's wage and hour statutes and regulations for the Department of Labor & Industrial Relations.

An employee in this class organizes, coordinates and conducts compliance inspections and complaint investigations to enforce the state’s wage and hour laws and regulations governing prevailing wage, child labor, minimum wage and related areas administered by the Division of Labor Standards. Work involves supervising, training and evaluating professional and clerical staff involved in program implementation, including making assignments, monitoring workloads and reviewing investigation reports. Work also involves participating in the development of rules, regulations, policies and procedures for the statewide wage and hour program; preparing and presenting specialized educational programs and seminars; and contacting public and private entities to advise them of the requirements and provisions of wage and hour statutes, answer questions and encourage their participation in wage rate surveys. Work is performed under the general supervision of an administrative superior and is primarily reviewed through submission of activity and investigation reports; however, the employee exercises considerable independence and initiative in the performance of assigned responsibilities within established guidelines.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

Two years of experience as a Wage and Hour Investigator II with the Missouri Department of Labor & Industrial Relations.

OR

Three years of experience in one or more of the areas described below; and graduation from an accredited four-year college or university with specialization in business administration, criminal justice, construction management or closely related areas.

Job Duties

Trains, supervises and evaluates professional and clerical staff involved in conducting compliance inspections and complaint investigations to enforce the state’s wage and hour laws and regulations governing prevailing wage, child labor, minimum wage and related areas.

Provides advice and assistance to administrative superiors in the development and implementation of rules, regulations, strategic plans, policies and procedures for the statewide wage and hour program.

Conducts complex and/or specialized investigations of complaints and suspected violations of wage and hour laws and regulations.

Develops and presents specialized educational programs and seminars regarding wage and hour issues to public bodies, contractors, engineering firms and the general public.

Prepares and/or reviews reports of case progress, investigative findings and recommendations.

Contacts public and private entities to advise them of the requirements and provisions of wage and hour statutes, answer questions and encourage their participation in wage rate surveys.

Coordinates complaint investigations and related enforcement activities with other state and federal agencies.

Testifies in administrative and legal proceedings involving violations of wage and hour statutes and contested case determinations.

Prepares and submits contact, travel, mileage and phone logs, expense accounts and investigation reports.

Plans and schedules staff work activities for the timely and efficient completion of investigations; makes assignments, monitors and adjusts workloads as necessary.

Performs other related work as assigned.

Key Skills

Thorough knowledge of the Missouri Prevailing Wage, Minimum Wage and Child Labor statutes, and related federal statutes.

Thorough knowledge of investigative and interviewing methods and techniques including the identification, preservation and presentation of evidence.

Considerable knowledge of the operations and practices of building contractors and subcontractors.

Considerable knowledge of the tools and techniques of various construction crafts.

Considerable knowledge of payroll preparation and reports.

Some knowledge of the principles and practices of effective supervision and training.

Ability to interpret, explain and enforce prevailing wage, minimum wage and child labor statutes and regulations.

Ability to train, supervise and evaluate professional and clerical staff.

Ability to communicate effectively and to prepare well-organized, accurate and detailed investigative reports.

Ability to prepare and present evidence in administrative and legal proceedings.

Ability to travel extensively in the performance of assigned duties.

Ability to adapt to and work in an environment that may include noise, inclement weather, heights, moving machinery and other factors encountered at construction sites.

Ability to organize work schedules to achieve established program goals.

Ability to establish and maintain effective working relationships with other employees, state and federal agencies, contractors, public officials, attorneys, labor unions, construction workers and the general public.
