This is a senior-level professional supervisory, scientific, and consultative work in directing Occupational Safety and Health Consultants in evaluations of indoor and outdoor work environments for safety and health hazards.
Applicants must meet one of the following eligibility requirements:

Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)
One or more years of experience as an Occupational Safety and Health Consultant III, or four or more years of experience as an Occupational Safety and Health Consultant II with the Missouri Uniform Classification and Pay System.

Trains, supervises, and evaluates lower-level safety and health staff in making comprehensive safety and health hazard evaluations and of all general industry, construction industry, and indoor/outdoor environments, including office buildings and factories in the State of Missouri.
Conducts comprehensive safety and health hazard evaluations, including the most difficult evaluations, of all general industry, construction industry, and indoor/outdoor environments, including office buildings and factories in the State of Missouri.
Responds to toxic substance emergency or other health hazards affecting large numbers of personnel or having potentially severe or permanent effects.
Uses a variety of sampling techniques to investigate safety and health problems originating from an unknown source.
Researches literature and adapts techniques to handle specific problems; develops questionnaires for interviewing exposed personnel.
Leads Safety and Health Achievement Recognition Program (SHARP) assessments and makes recommendations for exemption periods.
Reviews consultant safety and health reports for errors and directs consultants to make corrections.
Conducts formal training presentations in place of the Program Manager.
Completes annual and probationary performance evaluations for supervised consultants.
Conducts accompanied visits with consultants to ensure adherence to established consultation policies and procedures.
Trains and/or supervises safety and health staff to survey office buildings and other workplaces for the presence of physical hazards, and air contaminants; and provides technical advice on remedial action.
Performs complex safety and health hazard evaluations requiring literature research, analysis, and scientific design.
Consults with employers on the existence, utilization, and/or operating condition of powered mechanical ventilation devices; personal safety equipment; noise abatement equipment and procedures; safety data sheets; and hazardous chemical correction.
Develops plans and protocols for the investigation, control, and/or prevention of health effects associated with toxic substances.
Interprets occupational safety and health laws, rules, and regulations; determines compliance with safety and health laws; holds opening and closing conferences with management to discuss identified violations and recommend corrective action.
Exercises considerable independent judgment in the performance of duties; receives minimal administrative direction.
Performs other related work as assigned.
Comprehensive knowledge of sampling and direct measuring techniques for gas, vapor, dust, noise, and radiation.
Comprehensive knowledge of microbiology, radiology, physiology, and organic and inorganic chemistry.
Comprehensive knowledge of common diseases and health hazards related to indoor environments and industrial occupations, and their possible sources.
Comprehensive knowledge of the standard types of machinery and equipment used in industrial and commercial establishments.
Comprehensive knowledge of the Occupational Safety and Health Act (OSHA) and other rules, laws, and regulations as they relate to workplace safety and health.
Intermediate knowledge of fiscal management, grant writing/management, budgeting, and administrative methods.
Ability to plan, direct, and organize the work of subordinate occupational safety and health and clerical staff.
Ability to exercise independent judgment and initiative.
Ability to analyze complex problems of environmental hazard reduction and arrive at sound decisions regarding action to be taken.
Ability to operate and maintain detection and measurement apparatus.
Ability to research literature and apply useful techniques discovered in the literature to everyday practice.
Ability to express thoughts and ideas clearly and concisely.
Ability to establish and maintain effective working relationships with plant managers, safety directors, employees, and the public.
Ability to travel as required by work assignments.
