This is professional and administrative work in developing, monitoring, and coordinating vendor contracts and treatment/rehabilitation programs and/or services for individuals with substance use disorders.

Job Duties

Monitors and evaluates substance addiction treatment programs and services to ensure continuance of quality services and compliance with contract requirements and state program standards, and to maintain awareness of current program and area specific needs.

Participates in treatment program planning as it relates to contracts and services.

Coordinates evaluation and assessment of current practices to identify treatment/rehabilitation alternatives and strategies for the delivery of effective programs and services; presents findings and recommendations.

Functions as a resource at the community level and fosters continuity of care by linking clients with available treatment and after-care services.

Assists in the development, implementation, and/or modification of substance addiction treatment/rehabilitation programs and/or services.

Serves as a resource for programs; interprets federal and state policies and rules pertaining to contracts; provides consultation, technical, and clinical assistance for these programs; and interprets new and proposed legislation and guidelines for addiction programs.

Participates in the development, coordination, and implementation of a quality assurance program encompassing all aspects of treatment intervention services.

Participates in case conferences with division representatives on policies and new methods, or problems relating to program management, treatment, education, and prevention of substance use disorders.

Reviews and provides technical assistance in the preparation of annual budget requests for designated programs.

Arranges for in-service and other staff training programs and activities.

Supervises assigned professional and/or clerical staff involved in support of program activities.

Manages office activities in the absence of the administrative supervisor.

Exercises considerable independent judgment and initiative in the performance of duties; receives general administrative supervision.

Performs other related work as assigned.

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

A Bachelor’s degree from an accredited college or university with a minimum of 24 earned credit hours in one or a combination of the following: Health Care Administration, Public Health, Psychology, Social Work, Sociology, Nursing, Counseling, Rehabilitation, Criminal Justice, Education, or a closely related field; and,

Five or more years of professional experience in counseling, nursing, mental health, health care administration, public health, social services, or closely related areas, of which one or more years must have been in the supervision, administration, planning, coordination, and/or evaluation of substance addiction treatment/rehabilitation programs and/or services.

(24 earned graduate credit hours from an accredited college or university in the specified fields may substitute for one year of the stated general experience.)

(A Master’s degree from an accredited college or university in the specified fields may substitute for two years of the stated general experience.)

(Additional qualifying experience may substitute on a year-for-year basis for deficiencies in the stated college education.)

Comprehensive knowledge of personality disorders and therapeutic techniques used to treat them.

Comprehensive knowledge of accreditation and certification standards and their application to private vendor and state-operated facilities in the treatment of assigned population.

Comprehensive knowledge of the network of services and organizations participating in the management and treatment of assigned population.

Comprehensive knowledge of treatment/rehabilitation program design, implementation, evaluation, and monitoring strategies.

Ability to act as a consultant and coordinate the work of vendors in the administration of various programs.

Ability to communicate effectively.

Ability to design, evaluate, and monitor strategies for the delivery of effective treatment/rehabilitation programs and services.

Ability to conduct comprehensive studies and evaluations and prepare detailed recommendations.

Ability to supervise, train, and evaluate the work of staff.

Ability to establish and maintain effective working relationships with staff, state and local officials, volunteers, and the general public.
