Definition

This is professional and technical work on behalf of the Office of Administration involving preparing, reviewing, issuing and monitoring bid documents; reviewing and evaluating bid proposals; preparing, reviewing and issuing contract documents; and monitoring the performance of contracted parties.

An employee in this class applies professional and technical skills to the preparation of basic contracts and project bids for consulting services; construction of new buildings; renovation, remodeling, or repair of existing facilities; or for major services provided to state or leased facilities. Work involves compiling and maintaining standardized and specialized bid and contract documents; preparing construction bid packages from technical plans and specifications; assisting in contract negotiations; monitoring performance of and compliance with existing construction and/or service contracts; and assisting in service, cost and/or dispute resolution negotiations between contracted parties. Work may also involve issuing emergency contracts; guiding others in the bidding of projects under the statutory cost for public notice and advertising; issuing contracts for projects under the statutory cost for public notice and advertising; and preparing and issuing letter contracts for projects not requiring competitive bids. General supervision is received from a Contract Specialist II or other designated superior who reviews work for technical adequacy and adherence to established rules and policies.

Job Duties

Contracts, using sealed bid solicitation and bid negotiation procedures, for a variety of supplies, services, and/or construction projects supporting Missouri state agencies.

Analyzes requirements for basic contracts and recommends the appropriate method of procurement (sealed bid or negotiation); writes the Invitation For Bid (IFB) or Request For Proposal (RFP); forwards solicitation package to prospective bidders or offerers; serves as the point of contact for bid and contract inquiries; and assists in issuing amendments to bid solicitations.

Participates in formal bid openings for sealed bidding procurement; performs detailed analysis of bids to determine responsiveness to the solicitation; evaluates bidder responsibility based on previous contract performance; and monitors performance of contracted parties.

Conducts pre-award survey; performs price analysis by comparing bids with historical pricing information, Independent Government Estimate, and other factors; recommends award of contract to the lowest responsive and responsible bidder, including any necessary justification for not recommending the lowest bid in some cases.

Performs detailed analysis of proposals for negotiated procurement to determine responsiveness to specifications and responsibility of offerer; establishes the competitive range for proposals, and identifies offers that are within a competitive range.

Maintains current, standardized bid documents; obtains required copies of plans and specifications for distribution to bidders; and controls the printing and distribution of bid documents.

Assists in conducting periodic inspections of facilities where service contracts are provided to ensure compliance of contract requirements, terms and conditions; prepares reports documenting any contract deficiencies and submits written notification of deficiencies to contractors; assists in resolving any disputes.

Assists in maintaining contract files; notifies affected programs/agencies of pertinent contract issues; processes contract renewals, revisions or requests for discontinuance.

Assists in maintaining consultant and contractor data bases by updating current data and adding new firms.

Provides follow-up contract review and monitoring to ensure vendor compliance.

Performs other related duties as assigned.

(The following minimum qualifications will determine merit system eligibility. Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement. These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One year of experience as a Buyer I or Executive I with responsibility for contract administration, procurement, accounting or closely related areas in an agency under the Missouri Uniform Classification and Pay system.

OR

Two years of responsible technical and/or professional experience in contract administration, procurement, accounting or comparable experience of which one year must have been at least at the level of a Buyer I or Executive I; and graduation from an accredited four-year college or university with specialization in engineering, architecture, business or public administration, accounting, mathematics, construction management or administration or closely related fields. (Graduate work in the specified fields may be substituted on a year-for-year basis for the required experience.)

Working knowledge of construction contracting procedures.

Working knowledge of sealed bid and negotiation procedures sufficient to obtain supplies, equipment, services, and/or completion of construction for Missouri state agencies.

Working knowledge of commonly used contract types (e.g. firm fixed-price), required clauses and special provisions to plan and carry out the procurement and to recommend award.

Some knowledge of state and federal laws, rules and regulations governing contracts.

Some knowledge of sources of supply and characteristics of assigned commodities or services sufficient to identify potential suppliers, ensure adequate competition, and evaluate responsiveness and responsibility.

Some knowledge of price analysis sufficient to analyze a proposal or bid using historical data, commercial catalogs, price lists, etc. to ensure price reasonableness.

Some knowledge of the skills necessary to negotiate contract prices and terms with contractors.

Skill in construction cost estimating.

Ability to recognize deviations from contract specifications and provisions.

Ability to establish and maintain effective working relationships.

Ability to present ideas clearly and effectively.
