This is senior level professional and supervisory work overseeing multi-disciplinary staff in one or more functional unit(s) with the Missouri Department of Corrections, Division of Adult Institutions.

Minimum Qualifications

Applicants must meet one of the following eligibility requirements:

(The following minimum qualifications will determine merit system eligibility.  Allowable experience and education substitutions are provided in italics below the corresponding minimum qualification statement; no other substitutions will be permitted.  These minimum qualifications may also be used to evaluate applicants for Missouri Uniform Classification and Pay System positions not requiring selection from merit registers.)

One or more years of experience as a Corrections Case Manager III with the Missouri Uniform Classification and Pay System.

OR

Two or more years of experience as a Corrections Case Manager II with the Missouri Uniform Classification and Pay System.

OR

A Bachelor’s degree from an accredited college or university; and,

Three or more years of professional experience in corrections case management or adult probation and parole case management, of which one or more years must have been within an adult correctional facility.

(24 or more earned graduate credit hours from an accredited college or university in  Criminal Justice, Social Work, Sociology, Psychology, or related fields may substitute for a maximum of one year of the required general experience.)

(Experience as a Corrections Officer with the Missouri Uniform Classification and Pay System, or work experience in substance abuse counseling or juvenile or social case management may substitute on a year-for-year basis for a MAXIMUM of two years of the required college education.)

Job Duties

This description may not include all of the duties, knowledge, skills, or abilities associated with this classification.

Manages one or more functional unit(s) consisting of multi-disciplinary staff; implements group treatment programs and individualized services for offenders.

Supervises, trains, and evaluates the work of lower-level case management professionals and other staff assigned to the unit(s); provides functional supervision to custody staff assigned to the unit(s).

Provides programmatic supervision for rehabilitation programs and services.

Reviews offender assessments that include institutional risk reduction and external and internal classifications.

Reviews and supervises the establishment and maintenance of offender records, Transition Accountability Plans (TAPS) and Case Management Plans, and other reports.

Participates in the development and implementation of action plans and coordinates activities which affect the unit(s).

Conducts special investigations, hearings, research projects, and other activities as assigned.

Prepares the unit budget, requests supplies and equipment, and maintains appropriate inventory records.

Serves as liaison between offenders and institutional staff in matters concerning an offender’s incarceration.

Acts as duty officer charged with acting as warden’s designee during the warden’s absence on nights and weekends and remains on-call for this purpose.

Directs activities related to the overall cleanliness and safety of assigned unit(s).

Exercises considerable discretion and independence in the performance of responsibility within established policies and procedures; receives general administrative direction.

Performs other related work as assigned.

Comprehensive knowledge of the methods of social casework and job placement as applied to corrections case management.

Comprehensive knowledge of the practices and principles of correctional administration.

Comprehensive knowledge of human behavior, attitudes, and motivation and applicability to the rehabilitation of criminal offenders.

Comprehensive knowledge of the classification and assignment of offenders to correctional institution work and/or educational or vocational programs for treatment and rehabilitation.

Comprehensive knowledge of supervisory principles and techniques.

Ability to plan, organize, coordinate, and direct the work of multi-disciplinary staff.

Ability to encourage offenders, through behavior and attitude, to adopt a commitment to change.

Ability to evaluate situations and make decisions within established policies and procedures.

Ability to present ideas effectively and interpret correctional institution programs for community, civic, and professional groups.

Ability to appropriately use incentives, positive reinforcements, and sanctions to assist offenders in modifying their behavior.

Ability to exercise authority in an appropriate and productive manner in accordance with established policies and procedures.

Ability to effectively communicate in a manner which engages offenders, peers, supervisors, and external constituents to ensure necessary information is accurately conveyed to accomplish desired outcomes.

Ability to establish and maintain effective working relationships with staff, offenders, other agencies and organizations, and the general public.
